Supplementary Provisions, Article 3Transitional Measures Accompanying the Partial Amendment of the Ordinance for Enforcement of the Employment Insurance Act
For the application of the provisions of Article 71, paragraph (2) of the Ordinance for Enforcement of the Employment Insurance Act as amended by the provisions of Article 14 (hereinafter in this Article referred to as the "new Employment Insurance Ordinance"), a registration certificate possessed by a mid- to long-term resident is deemed to be a residence card, and a registration certificate possessed by a special permanent resident provided for in the Special Act on the Immigration Control of, inter alia, those who have lost Japanese Nationality pursuant to the Treaty of Peace with Japan (Act No. 71 of 1991) is deemed to be a special permanent resident certificate (meaning the special permanent resident certificate prescribed in Article 7, paragraph (1) of that Act; the same applies in the following paragraph).
第十四条の規定による改正後の雇用保険法施行規則（以下この条において「新雇保則」という。）第七十一条第二項の規定の適用については、中長期在留者が所持する登録証明書は在留カードとみなし、日本国との平和条約に基づき日本の国籍を離脱した者等の出入国管理に関する特例法（平成三年法律第七十一号）に定める特別永住者が所持する登録証明書は特別永住者証明書（同法第七条第一項に規定する特別永住者証明書をいう。次項において同じ。）とみなす。
The period during which a registration certificate is deemed to be a residence card pursuant to the provisions of the preceding paragraph is the period specified in each item of Article 15, paragraph (2) of the Supplementary Provisions of the Immigration Control Act Amendment Act, and the period during which it is deemed to be a special permanent resident certificate is the period specified in each item of Article 28, paragraph (2) of the Supplementary Provisions of the Immigration Control Act Amendment Act.
With regard to the application of the provisions of Article 71, paragraph (2) of the new Employment Insurance Ordinance to a mid- to long-term resident to be issued a residence card later, the phrase "or a residence card prescribed in Article 19-3 of the Immigration Control and Refugee Recognition Act or a special permanent resident certificate prescribed in Article 7, paragraph (1) of the Special Act on the Immigration Control of, inter alia, those who have lost Japanese Nationality pursuant to the Treaty of Peace with Japan (Act No. 71 of 1991)" in that paragraph is deemed to be replaced with "a copy of a passport or other document certifying identity that has received a notation to the effect that a residence card will be issued later pursuant to the provisions of Article 7, paragraph (1) of the Supplementary Provisions of the Act Partially Amending the Immigration Control and Refugee Recognition Act and the Special Act on the Immigration Control of, inter alia, those who have lost Japanese Nationality pursuant to the Treaty of Peace with Japan, and Other Matters (Act No. 79 of 2009)".
後日交付中長期在留者に対する新雇保則第七十一条第二項の規定の適用については、同項中「又は出入国管理及び難民認定法第十九条の三に規定する在留カード若しくは日本国との平和条約に基づき日本の国籍を離脱した者等の出入国管理に関する特例法（平成三年法律第七十一号）第七条第一項に規定する特別永住者証明書」とあるのは、「出入国管理及び難民認定法及び日本国との平和条約に基づき日本の国籍を離脱した者等の出入国管理に関する特例法の一部を改正する等の法律（平成二十一年法律第七十九号）附則第七条第一項の規定により後日在留カードを交付する旨の記載を受けた旅券その他の身分を証する書類の写し」とする。

この省令の施行の際現に提出されている第十四条の規定による改正前の雇用保険法施行規則（以下この項及び次項において「旧雇保則」という。）様式第二号による雇用保険被保険者資格取得届、旧雇保則様式第四号による雇用保険被保険者資格喪失届及び雇用保険被保険者氏名変更届、旧雇保則様式第三十五号による雇用保険被保険者資格取得届光ディスク等提出用総括票並びに旧雇保則様式第三十六号による雇用保険被保険者資格喪失届光ディスク等提出用総括票は、それぞれ、新雇保則様式第二号による雇用保険被保険者資格取得届、新雇保則様式第四号による雇用保険被保険者資格喪失届及び雇用保険被保険者氏名変更届、新雇保則様式第三十五号による雇用保険被保険者資格取得届光ディスク等提出用総括票並びに新雇保則様式第三十六号による雇用保険被保険者資格喪失届光ディスク等提出用総括票とみなす。

特別永住者証明書
出入国在留管理庁長官が、特別永住者に交付する証明書です（日本国との平和条約に基づき日本の国籍を離脱した者等の出入国管理に関する特例法第七条第一項）。新たに特別永住者となる許可を受けた人のうち、出生などによる人には住んでいる市町村の長を通じて、ほかの在留資格で在留している間に許可を受けた人には入国審査官から交付されます（同法第七条第二項・第三項）。氏名、生年月日、性別、国籍・地域、住居地（日本での主な住まいの所在地）、証明書の番号と有効期間の満了の日などが記載され、法務省令で定める年齢に満たない人のものを除き、本人の写真が表示されます（同法第八条第一項・第三項）。有効期間は、届出や申請の日に十八歳未満の人はその日の後の五回目の誕生日まで、それ以外の人は十回目の誕生日までです。更新のときは、それまでの証明書の有効期間が終わる日から数え、十八歳未満の人でも、それまでの証明書の有効期間が終わる日が十八歳の誕生日以後であれば、十回目の誕生日までです（同法第九条第一項）。住居地が記載されていない証明書を受け取った人は住居地を定めてから十四日以内に、引っ越した人は新しい住居地に移ってから十四日以内に、その市町村の長を通じて住居地を届け出なければなりません。証明書を出して住民基本台帳法の転入届などをすれば、この届出をしたことになります（同法第十条第一項・第二項・第四項・第五項）。また、住んでいる市町村の長を通じて、氏名や国籍などが変わってから十四日以内に届け出、有効期間が終わる日の三か月前から更新を申請し、なくしたり盗まれたりしたことを知ってから十四日以内に再交付を申請しなければなりません（同法第十一条第一項・第十二条第一項・第十三条第一項）。交付や返還された証明書は受け取らなければならず、入国審査官、入国警備官、警察官、海上保安官など法務省令で定める職員が職務として提示を求めたときは、見せなければなりません（同法第十七条第一項・第二項）。特別永住者でなくなったとき、有効期間が終わったとき、再入国の許可を受けずに出国して出国の確認を受けたとき（有効な旅券と証明書を持って出国し、再入国の許可を受けたものとみなされる場合（同法第二十三条第二項）は除きます）、再入国の許可を受けて出国した人がその有効期間内に戻らなかったとき、新しい証明書を受け取ったとき、本人が亡くなったときには、効力を失います（同法第十五条第一項）。効力を失った証明書は、多くの場合十四日以内に返さなければなりません（同法第十六条）。住民基本台帳に記録されている人は、変更の届出や更新・再交付の申請をするときに、あわせて、個人番号カードとしても使える特定特別永住者証明書として交付を受けるよう申請することができます（同法第十六条の二第一項）。使う目的で偽造したり変造したりした人は、一年以上十年以下の拘禁刑に処せられます（同法第二十六条第一項）。
日本国との平和条約に基づき日本の国籍を離脱した者等の出入国管理に関する特例法第7条〜第13条・第15条・第16条・第16条の2・第17条・第23条・第26条を参考にAIが作成。
