第二条（通所手当に関する暫定措置）
Supplementary Provisions, Article 2Provisional Measures concerning Commuting Allowance
For the time being, in addition to what is provided for in Article 59, the commuting allowance under that Article is to be paid to a person who, because the distance from the qualified recipient's domicile or residence to the training facility, etc. is considerably long, temporarily stays at a lodging facility close to the training facility, etc. (hereinafter in this Article referred to as the "lodging facility") and commutes from the lodging facility to the training facility, etc. (limited to a person for whom commuting is extremely difficult without using the lodging facility).
The monthly amount of the commuting allowance for a person prescribed in the preceding paragraph is the total amount of the costs listed in the following items (hereinafter in this Article referred to as the "total costs in the case of temporary lodging"); provided, however, that the amount listed in item (i) is to be paid up to one round trip throughout the period of taking public vocational training, etc., and where the total costs in the case of temporary lodging exceeds 42,500 yen, it is 42,500 yen.
The amount of costs required for travel from the qualified recipient's domicile or residence to the lodging facility (hereinafter in this item referred to as "travel to the lodging facility"), being the amount listed in (a) through (c) according to the case set out in each of (a) through (c);
Where the person uses means of transportation, etc. for travel to the lodging facility and bears the fares, etc. (excluding a case that falls under (c) and a case where the distance of that travel would be less than 2 kilometers one way if the person were to travel on foot without using means of transportation, etc., other than a case where that travel is extremely difficult without using means of transportation, etc.): the amount of fares, etc. for the section in which the means of transportation, etc. is used, being the lowest amount (referred to as the "lowest fare amount" in (c));
Where the person uses automobiles, etc. for travel to the lodging facility (excluding a case that falls under (c) and a case where the distance of that travel would be less than 2 kilometers one way if the person were to travel on foot without using automobiles, etc., other than a case where that travel is extremely difficult without using automobiles, etc.): the amount obtained by dividing 3,690 yen where the distance of using automobiles, etc. is less than 10 kilometers one way, and 5,850 yen in any other case (8,010 yen where the person resides in a designated region and the distance of using automobiles, etc. is 15 kilometers or more one way), by the actual number of days in the month containing the day of that travel;
Where the person uses means of transportation, etc. for travel to the lodging facility and bears the fares, etc., and also uses automobiles, etc. (excluding a case where the distance of that travel would be less than 2 kilometers one way if the person were to travel on foot without using means of transportation, etc. and without using automobiles, etc., other than a case where that travel is extremely difficult without using means of transportation, etc. or automobiles, etc.): the total amount of the amount listed in (a) and the amount listed in (b) (for a person who uses means of transportation, etc. only within a distance that is ordinarily covered on foot, other than a person for whom travel is extremely difficult without using means of transportation, etc., or a person for whom the distance of using automobiles, etc. is less than 2 kilometers one way, other than a person for whom travel is extremely difficult without using automobiles, etc., where the lowest fare amount is equal to or more than the amount listed in (b), the amount listed in (a), and where the lowest fare amount is less than the amount listed in (b), the amount listed in (b));
宿泊施設への移動のため交通機関等を利用してその運賃等を負担し、かつ、自動車等を使用する場合（交通機関等を利用し、又は自動車等を使用しなければ当該移動が著しく困難である場合以外の場合であつて、交通機関等を利用せず、かつ、自動車等を利用しないで徒歩により移動するものとした場合の当該移動の距離が片道二キロメートル未満である場合を除く。） イに掲げる額とロに掲げる額との合計額（交通機関等を利用しなければ移動することが著しく困難な場合以外の場合であつて、通常徒歩によることが例である距離内においてのみ交通機関等を利用している場合又は自動車等を使用しなければ移動することが著しく困難な場合以外の場合であつて、自動車等を使用する距離が片道二キロメートル未満である場合にあつては、最低運賃等額がロに掲げる額以上である場合にはイに掲げる額、最低運賃等額がロに掲げる額未満である場合にはロに掲げる額）

In calculating the amount listed in item (i) of the preceding paragraph, the provisions of Article 59, paragraph (3) apply mutatis mutandis. In this case, the phrase "amount equivalent to fares, etc." in that paragraph is deemed to be replaced with "lowest fare amount prescribed in Article 2, paragraph (2), item (i), (a) of the Supplementary Provisions".
前項第一号に掲げる額を算定する場合においては、第五十九条第三項の規定を準用する。この場合において、同項中「運賃等相当額」とあるのは、「附則第二条第二項第一号イに規定する最低運賃等額」と読み替えるものとする。
