Supplementary Provisions, Article 27Determination of Recipient Qualification for Educational Training Support Benefits

①A person who intends to receive payment of educational training support benefits (hereinafter referred to as a "prospective recipient of educational training support benefits") must, no later than 14 days before the day on which the person starts specialized practical educational training (for a prospective recipient of educational training support benefits who ceased to be a generally insured person after the day one month before the day on which the person starts that specialized practical educational training, by the day on which one month has passed from the day following the day on which the person ceased to be a generally insured person), appear at the competent Public Employment Security Office and submit an educational training benefits and educational training support benefits qualification confirmation form, attaching the documents set out in the following items and a driver's license or other document capable of confirming that the person is the prospective recipient of educational training support benefits themselves, or presenting an Individual Number Card together with attaching the documents set out in the following items.

②Notwithstanding the preceding paragraph, a prospective recipient of educational training support benefits may, as provided by the Director-General of the Employment Security Bureau, omit to attach those of the documents set out in item (ii) of that paragraph that are specified by the Director-General of the Employment Security Bureau.

③When the Chief of the competent Public Employment Security Office finds that a prospective recipient of educational training support benefits who has submitted the educational training benefits and educational training support benefits qualification confirmation form falls under the first sentence of Article 11-2, paragraph (1) of the Supplementary Provisions of the Act, the Chief must, for the payment unit period (excluding payment unit periods pertaining to an application for payment already made), determine the day on which the person is to receive recognition of unemployment pertaining to the payment of those educational training support benefits and notify that prospective recipient of educational training support benefits thereof, and must enter the necessary particulars in an educational training benefits and educational training support benefits qualified recipient's certificate (or, for a prospective recipient of educational training support benefits who made the submission under paragraph (1) by presenting an Individual Number Card and who wishes to be issued a notice of educational training recipient qualification, the notice of educational training recipient qualification) and issue it.

④In this Article and Article 30 of the Supplementary Provisions, "payment unit period" means one of the periods obtained when the period during which the person is taking specialized practical educational training is divided into periods running from the day on which two months have passed counting from the day on which the person started that specialized practical educational training (for a person qualified to receive educational training support benefits who ceased to be a generally insured person after the day one month before the day on which the person starts that specialized practical educational training, the day on which the recipient qualification pertaining to educational training support benefits was determined pursuant to the preceding paragraph), or from each day that corresponds to that day every two months during the period of taking that specialized practical educational training and falls within the period of taking that specialized practical educational training (in a month with no corresponding day, the last day of that month; hereinafter referred to as a "corresponding training commencement day" in this paragraph), respectively up to the day before the corresponding training commencement day two months thereafter (for the month in which the day on which that specialized practical educational training ended falls, the day on which that specialized practical educational training ended).

⑤The amount of educational training support benefits is, for one payment unit period, the amount obtained by multiplying the amount calculated pursuant to Article 11-2, paragraph (3) of the Supplementary Provisions of the Act by the number of days specified in each of the following items according to the categories of payment unit periods set out in those items (hereinafter in this paragraph referred to as the "number of payment days"):

⑥In determining the day on which the person is to receive recognition of unemployment pertaining to the payment of educational training support benefits prescribed in paragraph (3), the Chief of the competent Public Employment Security Office must, for one payment unit period, determine it within a scope not exceeding one month counting from the day following the last day of that payment unit period; provided, however, that this does not apply where the Chief of the competent Public Employment Security Office finds it necessary.
