Supplementary Provisions, Article 4Transitional Measures concerning the Regular Employment Preparation Allowance

①A person who has been issued a job seeker's handbook for persons separated from specified depressed industries pursuant to the provisions of Article 13, paragraph (1) or (2) or Article 14, paragraph (1) of the Act on Special Measures for the Employment Stabilization of Workers Related to Specified Depressed Industries, etc. (Act No. 39 of 1983) before abolition by the provisions of Article 1 of the Act Partially Amending the Employment Measures Act, etc. to Promote Smooth Re-employment in Response to Changes in the Economy and Society (Act No. 35 of 2001), or pursuant to the provisions of Article 11 of the Ordinance for Enforcement of the Act on Special Measures for the Employment Stabilization of Workers Related to Specified Depressed Industries, etc. (Order of the Ministry of Labour No. 20 of 1983) before abolition by Article 1 of the Ministerial Order Abolishing the Ordinance for Enforcement of the Act on Special Measures for the Employment Stabilization of Workers Related to Specified Depressed Industries, etc. (Order of the Ministry of Health, Labour and Welfare No. 129 of 2001), is deemed to fall under the persons with a physical disability and other persons who have difficulty in finding employment, specified by Order of the Ministry of Health, Labour and Welfare under Article 56-2, paragraph (1), item (ii) of the Act, only while the job seeker's handbook for persons separated from specified depressed industries that was issued remains effective.

②A person who has been issued a job seeker's handbook for coal mine workers separated from service pursuant to the provisions of Article 8, paragraph (1), Article 9, paragraph (1) or Article 9-2, paragraph (1) or (2) of the Act on Temporary Measures for Employment Stabilization, etc. of Coal Mine Workers, etc. (Act No. 199 of 1959) before abolition by the provisions of Article 2 of the Act on the Arrangement of Related Acts Accompanying the Completion, etc. of the Structural Adjustment of the Coal Mining Industry (Act No. 16 of 2000) is deemed to fall under the persons with a physical disability and other persons who have difficulty in finding employment, specified by Order of the Ministry of Health, Labour and Welfare under Article 56-2, paragraph (1), item (ii) of the Act, only while the job seeker's handbook for coal mine workers separated from service that was issued remains effective.

③A person who has been issued an Okinawa unemployed persons' job seeker's handbook pursuant to the provisions of Article 41, paragraph (1) of the Act on Special Measures for Okinawa Promotion and Development (Act No. 131 of 1971) before it ceased to be effective pursuant to the provisions of Article 3 of the Supplementary Provisions of that Act is deemed to fall under the persons with a physical disability and other persons who have difficulty in finding employment, specified by Order of the Ministry of Health, Labour and Welfare under Article 56-2, paragraph (1), item (ii) of the Act, only while the Okinawa unemployed persons' job seeker's handbook that was issued remains effective.
