The amount of the Type 4 construction educational training grant prescribed in Article 21, paragraph (5) of the Ministerial Order on Business Operations, Finance and Accounting of the Employment and Human Resources Development Organization of Japan, Independent Administrative Agency before amendment by the provisions of Article 5 of the Ministerial Order Partially Amending the Ordinance for Enforcement of the Employment Insurance Act, etc. (Order of the Ministry of Health, Labour and Welfare No. 53 of 2010), pertaining to the payment of the construction employment improvement grant for which the provisions then in force continue to govern pursuant to Article 2, paragraph (21) of the Supplementary Provisions of that Ministerial Order, is the amount obtained by adding, to the amount set out in item (i), the amount obtained by multiplying the amount obtained by deducting the amount set out in item (ii) from the amount set out in item (i) (where that amount is less than zero, it is zero) by the rate determined by the Minister of Health, Labour and Welfare:
the amount of the Type 4 construction educational training grant, calculated by applying the new amounts subject to automatic changing, etc.;

In the supplementary provisions (附則) of Ministry of Health, Labour and Welfare Order No. 62 of 2019, the amount subject to automatic changing (自動変更対象額) of Article 18, paragraph (4), the amount of deduction (控除額) of Article 19, paragraph (1), item (i) and the payment amount limit (支給限度額) of Article 61, paragraph (1), item (ii) of the Employment Insurance Act, as changed on or after 18 March 2019 in line with the rise or fall in average earnings (平均給与額).
