第二条（経過措置）
The provisions of Chapters III through V (limited to the portions pertaining to persons separated from specified depressed industries (meaning persons separated from specified depressed industries prescribed in Article 2, paragraph (1), item (v) of the Act on Special Measures for the Employment Stabilization of Workers Related to Specified Depressed Industries, etc. (Act No. 39 of 1983; hereinafter referred to as the "Former Specified Depressed Industries Act") before abolition by the provisions of Article 1 of the Act Partially Amending the Employment Measures Act, etc. to Promote Smooth Re-employment in Response to Changes in the Economy and Society)) of the Ordinance for Enforcement of the Act on Special Measures for the Employment Stabilization of Workers Related to Specified Depressed Industries, etc. before abolition by the provisions of Article 1 (hereinafter referred to as the "Former Specified Depressed Industries Act Ordinance"), the provisions of Articles 1 through 3, 5 and 6 of the Ordinance for Enforcement of the Employment Measures Act before amendment by the provisions of Article 3, and the provisions of Article 83, paragraph (4) and Article 110 of the Ordinance for Enforcement of the Employment Insurance Act before amendment by the provisions of Article 6 (hereinafter referred to as the "former Employment Insurance Ordinance") remain in force only with respect to persons who, before the day of enforcement of this Ministerial Order (hereinafter referred to as the "Effective Date"), fell under the provisions of Article 13, paragraph (1) or (2) or Article 14, paragraph (1) of the Former Specified Depressed Industries Act or the provisions of Article 11 of the Former Specified Depressed Industries Act Ordinance, and only while the handbooks issued to each of them (meaning the handbook prescribed in Article 13, paragraph (1) of the Former Specified Depressed Industries Act; the same applies in the following paragraph) remain effective.
第一条の規定による廃止前の特定不況業種等関係労働者の雇用の安定に関する特別措置法施行規則（以下「旧特定不況業種法施行規則」という。）第三章から第五章まで（特定不況業種離職者（経済社会の変化に対応する円滑な再就職を促進するための雇用対策法等の一部を改正する等の法律第一条の規定による廃止前の特定不況業種等関係労働者の雇用の安定に関する特別措置法（昭和五十八年法律第三十九号。以下「旧特定不況業種法」という。）第二条第一項第五号に規定する特定不況業種離職者をいう。）に係る部分に限る。）の規定、第三条の規定による改正前の雇用対策法施行規則第一条から第三条まで、第五条及び第六条の規定並びに第六条の規定による改正前の雇用保険法施行規則（以下「旧雇保則」という。）第八十三条第四項及び第百十条の規定は、この省令の施行の日（以下「施行日」という。）前に旧特定不況業種法第十三条第一項若しくは第二項若しくは第十四条第一項の規定又は旧特定不況業種法施行規則第十一条の規定に該当した者に関して、かつ、これらの者がそれぞれ発給を受けた手帳（旧特定不況業種法第十三条第一項に規定する手帳をいう。次項において同じ。）がその効力を有する間においてのみ、その効力を有する。
