第一条（施行期日）
This Ministerial Order comes into effect as of the day of promulgation; provided, however, that the provisions of Articles 3 through 8 of the Supplementary Provisions come into effect as of the day of enforcement of part of the Act (October 1, 1999).
この省令は、公布の日から施行する。ただし、附則第三条から第八条までの規定は、法の一部の施行の日（平成十一年十月一日）から施行する。
