第六十一条の八の三（本人の出頭義務と代理人による届出等）
Article 61-8-3Obligation of Appearance by the Person Themselves and Notification by a Representative
外国人が次の各号に掲げる行為をするときは、それぞれ当該各号に定める場所に自ら出頭して行わなければならない。
When a foreign national performs any of the acts set forth in the following items, the foreign national must appear in person at the place specified in each of those items to perform the act:
第十九条の七第一項、第十九条の八第一項若しくは第十九条の九第一項の規定による届出又は第十九条の七第二項（第十九条の八第二項及び第十九条の九第二項において準用する場合を含む。）の規定により返還される在留カードの受領 住居地の市町村の事務所
notification pursuant to the provisions of Article 19-7, paragraph (1), Article 19-8, paragraph (1) or Article 19-9, paragraph (1), or receipt of the residence card returned pursuant to the provisions of Article 19-7, paragraph (2) (including as applied mutatis mutandis pursuant to Article 19-8, paragraph (2) and Article 19-9, paragraph (2)): the office of the municipality of the place of residence;
第十九条の十第一項の規定による届出、第十九条の十一第一項若しくは第二項、第十九条の十二第一項若しくは第十九条の十三第一項若しくは第三項の規定による申請、第十九条の十第二項（第十九条の十一第三項、第十九条の十二第二項及び第十九条の十三第四項において準用する場合を含む。）若しくは第十九条の十五の四第三項の規定により交付される在留カードの受領又は第四十四条の六、第五十二条の五若しくは第六十三条の二第二項の規定による届出 地方出入国在留管理局
notification pursuant to the provisions of Article 19-10, paragraph (1), application pursuant to the provisions of Article 19-11, paragraph (1) or (2), Article 19-12, paragraph (1) or Article 19-13, paragraph (1) or (3), receipt of the residence card issued pursuant to the provisions of Article 19-10, paragraph (2) (including as applied mutatis mutandis pursuant to Article 19-11, paragraph (3), Article 19-12, paragraph (2) and Article 19-13, paragraph (4)) or Article 19-15-4, paragraph (3), or notification pursuant to the provisions of Article 44-6, Article 52-5 or Article 63-2, paragraph (2): a regional immigration services bureau; and

application pursuant to the provisions of Article 20, paragraph (2), Article 21, paragraph (2), Article 22, paragraph (1) (including as applied mutatis mutandis pursuant to Article 22-2, paragraph (4) (including as applied mutatis mutandis pursuant to Article 22-3)) or Article 22-2, paragraph (2) (including as applied mutatis mutandis pursuant to Article 22-3), or receipt of the residence card issued pursuant to the provisions of Article 20, paragraph (4), item (i) (including as applied mutatis mutandis pursuant to Article 21, paragraph (4), Article 22-2, paragraph (3) (including as applied mutatis mutandis pursuant to Article 22-3) and Article 61-2-5, paragraph (3)), Article 22, paragraph (3) (including as applied mutatis mutandis pursuant to Article 22-2, paragraph (4) (including as applied mutatis mutandis pursuant to Article 22-3)), Article 50, paragraph (7) or Article 61-2-2, paragraph (2), item (i): a regional immigration services bureau.
外国人が十六歳に満たないとき、第十九条の十一第一項の規定による申請若しくは同条第三項において準用する第十九条の十第二項の規定により交付される在留カードの受領をする場合であつてその申請の日若しくは受領の日が十六歳の誕生日であるとき、又は疾病その他の事由により自ら前項第一号又は第二号に掲げる行為をすることができないときは、当該行為は、次の各号に掲げる者（十六歳に満たない者を除く。）であつて当該外国人と同居するものが、当該各号の順序により、当該外国人に代わつてしなければならない。
If a foreign national is under 16 years of age, if a foreign national makes an application pursuant to the provisions of Article 19-11, paragraph (1) or receives the residence card issued pursuant to the provisions of Article 19-10, paragraph (2) as applied mutatis mutandis pursuant to paragraph (3) of the same Article and the date of the application or the date of receipt is the foreign national's 16th birthday, or if a foreign national is unable to perform the act set forth in item (i) or (ii) of the preceding paragraph in person due to illness or any other reason, the act must be performed on behalf of the foreign national by a person set forth in the following items (excluding persons under 16 years of age) who lives with the foreign national, in the order of those items:
配偶者
spouse;
子
child;
父又は母
father or mother; or
前三号に掲げる者以外の親族
a relative other than those set forth in the preceding three items.
第一項第一号及び第二号に掲げる行為については、前項に規定する場合のほか、同項各号に掲げる者（十六歳に満たない者を除く。）であつて外国人と同居するものが当該外国人の依頼により当該外国人に代わつてする場合その他法務省令で定める場合には、第一項の規定にかかわらず、当該外国人が自ら出頭してこれを行うことを要しない。
With regard to the acts set forth in paragraph (1), items (i) and (ii), in addition to the cases prescribed in the preceding paragraph, if a person set forth in any of the items of the same paragraph (excluding persons under 16 years of age) who lives with the foreign national performs the act on behalf of the foreign national at the request of the foreign national, or in any other case specified by Ministry of Justice Order, the foreign national is not required to appear in person to perform the act, notwithstanding the provisions of paragraph (1).
With regard to the act set forth in paragraph (1), item (iii), if the legal representative of a foreign national performs the act on behalf of the foreign national, or in any other case specified by Ministry of Justice Order, the foreign national is not required to appear in person to perform the act, notwithstanding the provisions of the same paragraph.
