第一条（施行期日）
Supplementary Provisions, Article 1Effective Date
この法律は、公布の日から起算して三年を超えない範囲内において政令で定める日から施行する。ただし、第一条中出入国管理及び難民認定法（以下「入管法」という。）第二条の三の改正規定、入管法第二条の四の改正規定及び入管法第六十九条の二第一項ただし書の改正規定並びに次条から附則第五条まで並びに附則第十五条、第二十三条及び第二十四条第四項の規定は、公布の日から施行する。
This Act comes into effect as of the date specified by Cabinet Order within a period not exceeding 3 years from the date of promulgation; provided, however, that the provision in Article 1 amending Article 2-3 of the Immigration Control and Refugee Recognition Act (hereinafter referred to as the "Immigration Control Act"), the provision amending Article 2-4 of the Immigration Control Act and the provision amending the proviso to Article 69-2, paragraph (1) of the Immigration Control Act, and the provisions of the following Article through Article 5 of the Supplementary Provisions and Article 15, Article 23 and Article 24, paragraph (4) of the Supplementary Provisions come into effect as of the date of promulgation.
第二条（基本方針等に関する経過措置）

第一条の規定による改正後の入管法（以下「新入管法」という。）第二条の三第四項及び第二条の四第三項の規定は、前条ただし書に規定する規定の施行の日以後に行う基本方針（新入管法第二条の三第一項に規定する基本方針をいう。）の作成及び変更並びに分野別運用方針（新入管法第二条の四第一項に規定する分野別運用方針をいう。）の作成及び変更について適用する。
The provisions of Article 2-3, paragraph (4) and Article 2-4, paragraph (3) of the Immigration Control Act as amended by the provisions of Article 1 (hereinafter referred to as the "New Immigration Control Act") apply to the preparation and modification of the basic policy (meaning the basic policy prescribed in Article 2-3, paragraph (1) of the New Immigration Control Act) and the preparation and modification of field-specific operation policies (meaning the field-specific operation policy prescribed in Article 2-4, paragraph (1) of the New Immigration Control Act) carried out on or after the date on which the provisions prescribed in the proviso to the preceding Article come into effect.
第三条（在留資格認定証明書に関する準備行為）

法務大臣は、この法律の施行の日（以下「施行日」という。）以後に本邦に上陸しようとする外国人（入管法第二条第一号に規定する外国人をいう。以下同じ。）であって新入管法別表第一の二の表の企業内転勤の項の下欄第二号に掲げる活動を行おうとするものから、あらかじめ申請があったときは、法務省令で定めるところにより、施行日前に、当該外国人に対し、同表の企業内転勤の在留資格（同表の企業内転勤の項の下欄第二号に係るものに限る。）に係る在留資格認定証明書（入管法第七条の二第一項に規定する在留資格認定証明書をいう。附則第八条第三項において同じ。）を交付することができる。
If an application is filed in advance by a foreign national (meaning a foreign national prescribed in Article 2, item (i) of the Immigration Control Act; the same applies hereinafter) who seeks to land in Japan on or after the effective date of this Act (hereinafter referred to as the "Effective Date") and who seeks to engage in the activities set forth in item (ii) of the right-hand column corresponding to "Intra-company Transferee" in Appended Table I (2) of the New Immigration Control Act, the Minister of Justice may, pursuant to the provisions of Ministry of Justice Order, issue to that foreign national, before the Effective Date, a certificate of eligibility (meaning a certificate of eligibility prescribed in Article 7-2, paragraph (1) of the Immigration Control Act; the same applies in Article 8, paragraph (3) of the Supplementary Provisions) for the status of residence of "Intra-company Transferee" in the same Table (limited to the status pertaining to item (ii) of the right-hand column corresponding to "Intra-company Transferee" in the same Table).
第二十三条（政令への委任）

附則第二条から前条までに定めるもののほか、この法律の施行に関し必要な経過措置（罰則に関する経過措置を含む。）は、政令で定める。
Beyond what is provided for in Article 2 through the preceding Article of the Supplementary Provisions, transitional measures necessary for the enforcement of this Act (including transitional measures concerning penal provisions) are specified by Cabinet Order.
第二十四条（政府の措置）

政府は、本邦に在留する外国人に係る社会保障制度及び公租公課の支払に関する事項並びに新入管法第二十二条第二項及び第二十二条の四第一項の規定その他の新入管法及び育成就労法の規定の趣旨及び内容について、本邦に在留する外国人及び関係者に周知を図るものとする。
The Government is to make known to foreign nationals residing in Japan and persons concerned the matters concerning social security systems and the payment of taxes and public dues pertaining to foreign nationals residing in Japan, and the purport and contents of the provisions of Article 22, paragraph (2) and Article 22-4, paragraph (1) of the New Immigration Control Act and other provisions of the New Immigration Control Act and the Employment for Skill Development Act.
