This Act comes into effect as of the day on which 20 days have elapsed from the date of promulgation; provided, however, that the provisions set forth in the following items come into effect as of the dates specified respectively in those items.

If the date on which this Act comes into effect is before the date on which the provision in Article 1 of the Act Partially Amending the Passport Act and the Act on Punishment of Organized Crimes and Control of Crime Proceeds amending Article 23 of the Passport Act comes into effect, with regard to the application of the provisions of Article 24, item (iv), sub-items (d) and (o) and Article 24-2, item (ii) of the Immigration Control and Refugee Recognition Act as amended by the provisions of Article 3 during the period until the day before the date on which that amending provision comes into effect, the phrase "a person who has been punished for a crime under Article 23, paragraph (1) (excluding item (vi)) through paragraph (3) of the Passport Act (Act No. 267 of 1951)" in Article 24, item (iv), sub-item (d) of that Act is replaced with "Deleted", the phrase "(a) through (n)" in sub-item (o) of that item is replaced with "(a) through (c) and (e) through (n)", and the phrase "item (iv), sub-item (c)" in Article 24-2, item (ii) of that Act is replaced with "item (iv), sub-items (c) and (e)".

If the date on which the provisions set forth in Article 1, item (iii) of the Supplementary Provisions come into effect is before the date on which the provision in Article 1 of the Act Partially Amending the Passport Act and the Act on Punishment of Organized Crimes and Control of Crime Proceeds amending Article 23 of the Passport Act comes into effect, with regard to the application of the provisions of Article 61-2-2, paragraph (1), item (iii) and Article 61-2-4, paragraph (1), item (v) of the Immigration Control and Refugee Recognition Act as amended by the provisions of Article 3 during the period until the day before the date on which that amending provision comes into effect, the phrase "item (iv), sub-item (c)" in those provisions is replaced with "item (iv), sub-items (c) and (e)".

The provisions of Article 24, item (iv), sub-item (c) of the Immigration Control and Refugee Recognition Act as amended by the provisions of Article 3 (hereinafter referred to as the "New Immigration Control Act") apply to a person who, on or after the date on which this Act comes into effect, has engaged in human trafficking prescribed in Article 2, item (vii) of the New Immigration Control Act, or incited or aided it.

The provisions of Article 24, item (iv), sub-item (d) of the New Immigration Control Act apply to a person who, on or after the date on which this Act comes into effect, has been punished for a crime under Article 23, paragraph (1) (excluding item (vi)) through paragraph (3) of the Passport Act as amended by Article 1 of the Act Partially Amending the Passport Act and the Act on Punishment of Organized Crimes and Control of Crime Proceeds.

A person who has been punished for the crime under the second sentence of Article 74-6 of the Immigration Control and Refugee Recognition Act prior to its amendment by the provisions of Article 3 is, for the purpose of applying the provisions of Article 24 of the New Immigration Control Act, deemed to be a person falling under item (iv), sub-item (e) of that Article.

With regard to the application of penal provisions to acts committed before this Act comes into effect, the provisions then in force continue to govern.
