第一条（施行期日）
Supplementary Provisions, Article 1Effective Date
This Cabinet Order comes into effect on April 1, 2019.
この政令は、平成三十一年四月一日から施行する。
第二条（経過措置）
Supplementary Provisions, Article 2Transitional Measures
With regard to the calculation of the premium rate for each prefecture (meaning the premium rate for each prefecture prescribed in Article 160, paragraph (2) of the Health Insurance Act; the same applies in the following Article) to be used on or before February 2020, the provisions then in force continue to govern.
平成三十二年二月以前に用いられる都道府県単位保険料率（健康保険法第百六十条第二項に規定する都道府県単位保険料率をいう。次条において同じ。）の算定については、なお従前の例による。

Supplementary Provisions, Article 3
With regard to the application of the provisions of Article 45-2 to the calculation of the premium rate for each prefecture for the period from March 2020 through February 2021, the phrase "0.1/1,000" in item (i), (b) of that Article is deemed to be replaced with "0.04/1,000".
平成三十二年三月から平成三十三年二月までの都道府県単位保険料率の算定に関する第四十五条の二の規定の適用については、同条第一号ロ中「千分の〇・一」とあるのは、「千分の〇・〇四」とする。
With regard to the application of the provisions of Article 45-2 to the calculation of the premium rate for each prefecture for the period from March 2021 through February 2023, the phrase "0.1/1,000" in item (i), (b) of that Article is deemed to be replaced with "0.07/1,000".
令和三年三月から令和五年二月までの都道府県単位保険料率の算定に関する第四十五条の二の規定の適用については、同条第一号ロ中「千分の〇・一」とあるのは、「千分の〇・〇七」とする。
定義附則第二条第一項・この規定及び附則第三条の中だけ
健康保険法第百六十条第二項に規定する都道府県単位保険料率
わかりやすく言うと
全国健康保険協会が、千分の三十から千分の百三十までの範囲内で、支部被保険者を単位として決め、その支部被保険者に適用する一般保険料率のことです（健康保険法第百六十条第一項、第二項）。
