第七条（新規上陸に伴う在留カードの交付等に関する経過措置等）
Supplementary Provisions, Article 7Transitional Measures Concerning the Issuance of Residence Cards upon New Landing, etc.
出入国在留管理庁長官は、当分の間、入管法第十九条の六に規定する上陸許可の証印又は許可を受けた中長期在留者（入管法第十九条の三に規定する中長期在留者をいう。以下同じ。）に対し、当該上陸許可の証印又は許可を受けた出入国港において、直ちに入管法第十九条の六の規定により在留カード（入管法第十九条の三に規定する在留カードをいう。以下同じ。）を交付することができないときは、法務省令で定めるところにより、入国審査官に、当該中長期在留者の旅券に、後日在留カードを交付する旨の記載をさせるものとする。
For the time being, if the Commissioner of the Immigration Services Agency cannot immediately issue, to a mid- to long-term resident (meaning a mid- to long-term resident prescribed in Article 19-3 of the Immigration Control Act; the same applies hereinafter) who has been granted a seal of verification for landing or permission prescribed in Article 19-6 of the Immigration Control Act, at the port of entry or departure where that seal of verification for landing or permission was granted, a residence card (meaning a residence card prescribed in Article 19-3 of the Immigration Control Act; the same applies hereinafter) pursuant to the provisions of Article 19-6 of the Immigration Control Act, the Commissioner is to have an immigration inspector, pursuant to the provisions of Ministry of Justice Order, make a notation in the passport of that mid- to long-term resident to the effect that a residence card will be issued at a later date.
前項の規定により旅券に後日在留カードを交付する旨の記載を受けた中長期在留者（在留カードの交付を受けた者を除く。）に対する入管法第十九条の七第一項及び第三項並びに第十九条の九第一項及び第三項の規定の適用については、これらの規定中「在留カードを提出し」とあるのは、「後日在留カードを交付する旨の記載を受けた旅券を提示し」とする。
With regard to the application of the provisions of Article 19-7, paragraphs (1) and (3) and Article 19-9, paragraphs (1) and (3) of the Immigration Control Act to a mid- to long-term resident who has received in their passport a notation to the effect that a residence card will be issued at a later date pursuant to the provisions of the preceding paragraph (excluding a person who has been issued a residence card), the phrase "upon submitting their residence card" in those provisions is replaced with "upon presenting their passport bearing the notation that a residence card will be issued at a later date".
With regard to the application of the provisions of Article 26-2 of the Immigration Control Act to a mid- to long-term resident prescribed in the preceding paragraph, the phrase "who possesses a residence card" in paragraph (1) of that Article is replaced with "who has received in that passport a notation to the effect that a residence card will be issued at a later date".
