第二条の三（特定技能の在留資格に係る制度の運用に関する基本方針）
Article 2-3Basic Policy on Operation of the System Pertaining to the "Specified Skilled Worker" Status of Residence
政府は、特定技能の在留資格に係る制度の適正な運用を図るため、特定技能の在留資格に係る制度の運用に関する基本方針（以下「基本方針」という。）を定めなければならない。
The government must establish a basic policy on the operation of the system pertaining to the status of residence of the "Specified Skilled Worker" (hereinafter referred to as "basic policy") in order to ensure the proper operation of the system pertaining to the "Specified Skilled Worker" status of residence.
基本方針は、次に掲げる事項について定めるものとする。
The basic policy establishes the following particulars.
特定技能の在留資格に係る制度の意義に関する事項
the particulars on the significance of the system pertaining to the "Specified Skilled Worker" status of residence;
人材を確保することが困難な状況にあるため外国人により不足する人材の確保を図るべき産業上の分野に関する基本的な事項
the basic particulars on industrial fields that need to supplement a shortage of human resources through the employment of foreign nationals due to the difficulty in securing human resources;
前号の産業上の分野において求められる人材に関する基本的な事項
the basic particulars on human resources required in the industrial fields under the preceding item;
特定技能の在留資格に係る制度の運用に関する関係行政機関の事務の調整に関する基本的な事項
the basic particulars on adjustment of the administrative affairs of the related administrative organs relating to operation of the system pertaining to the "Specified Skilled Worker" status of residence;
前各号に掲げるもののほか、特定技能の在留資格に係る制度の運用に関する重要事項
in addition to those particulars set forth in the preceding items, important particulars on operation of the system pertaining to the "Specified Skilled Worker" status of residence.
法務大臣は、基本方針の案を作成し、閣議の決定を求めなければならない。
The Minister of Justice must prepare a draft basic policy and request the approval of the Cabinet.
法務大臣は、基本方針の案を作成するときは、あらかじめ、特定技能に関し知見を有する者の意見を聴かなければならない。
When preparing a draft basic policy, the Minister of Justice must hear in advance the opinions of persons with expert knowledge concerning "Specified Skilled Worker".
If the Cabinet approval is received pursuant to the provisions of paragraph (3), the Minister of Justice must publish the basic policy without delay.
The provisions of the preceding three paragraphs apply mutatis mutandis to any changes to the basic policy.
