If the Commissioner of the Immigration Services Agency finds that the particulars set forth in the items of Article 19-19 have not been secured, the Commissioner may order the organization of affiliation of the specified skilled worker to take measures necessary to improve the situation by a set deadline.

If the Commissioner of the Immigration Services Agency has issued an order pursuant to the provisions of the preceding paragraph, the Commissioner must issue public notice to that effect.
