Supplementary Provisions, Article 3, paragraph (1)
政府は、この法律の施行の日（以下「施行日」という。）前においても、新入管法第二条の三第一項から第三項までの規定の例により、基本方針（同条第一項に規定する基本方針をいう。次項及び第三項において同じ。）を定めることができる。この場合において、法務大臣は、同条第四項の規定の例により、これを公表しなければならない。
The Government may, even before the day on which this Act comes into effect (hereinafter referred to as the "Effective Date"), establish, in the manner provided for in Article 2-3, paragraphs (1) through (3) of the New Immigration Control Act, a basic policy (meaning the basic policy provided for in paragraph (1) of the same Article; the same applies in the following paragraph and paragraph (3)). In this case, the Minister of Justice must publicly announce it in the manner provided for in paragraph (4) of the same Article.
