The treatment of detainees (meaning persons detained in an immigration detention center, etc.; the same applies hereinafter in this Chapter and in Article 71-6) must be carried out appropriately while respecting the human rights of detainees.

Detainees must be given as much freedom as possible to the extent that it does not interfere with the security of the immigration detention center, etc.
