第一条（施行期日）
Supplementary Provisions, Article 1Effective Date
This Act comes into effect on the date specified by Cabinet Order within a period not exceeding one year and six months from the date of promulgation; provided, however, that the provisions listed in the following items come into effect as of the date specified in the respective items.
この法律は、公布の日から起算して一年六月を超えない範囲内において政令で定める日から施行する。ただし、次の各号に掲げる規定は、当該各号に定める日から施行する。
the provisions of Article 1 amending Article 7-2, paragraph (7), Article 94-2, and Article 95, paragraphs (1) and (2) of the Act on Prohibition of Private Monopolization and Maintenance of Fair Trade (hereinafter referred to as the "Antimonopoly Act"), and Articles 12, 13 and 15 of the Supplementary Provisions: the day on which one month has elapsed from the date of promulgation;
Article 1 (excluding the provisions amending the provisions set forth in the preceding item) and the following Article: the date specified by Cabinet Order within a period not exceeding nine months from the date of promulgation.

わかりやすく言うと
私的独占の禁止及び公正取引の確保に関する法律を短く呼ぶ名前で、令和元年法律第四十五号の附則で使われています。
