A basic disaster management plan is to provide for the matters set forth in each of the following items:
防災基本計画は、次の各号に掲げる事項について定めるものとする。
a long-term comprehensive plan for disaster management;
防災に関する総合的かつ長期的な計画
matters to be stressed in disaster management operation plans and area disaster management plans;
beyond what is set forth in each of the preceding items, other matters which the National Disaster Management Council may find necessary as standards in formulating disaster management operation plans or area disaster management plans.
Data related to the following matters must be attached to the basic disaster management plan:
防災基本計画には、次に掲げる事項に関する資料を添付しなければならない。
the general conditions of the national land and the meteorological situation;
国土の現況及び気象の概況
the general condition of maintenance of facilities and equipment necessary for disaster management;
防災上必要な施設及び設備の整備の概況
status of personnel engaged in disaster management operations;
防災業務に従事する人員の状況
status of supply and demand of goods necessary for disaster management;
防災上必要な物資の需給の状況
status of transportation and communication necessary for disaster management;
防災上必要な運輸又は通信の状況
beyond what is provided for in each of the preceding items, other matters which the National Disaster Management Council may find necessary for disaster management.

災害を未然に防止し、災害が発生した場合における被害の拡大を防ぎ、並びに災害の復旧及び災害からの復興（以下「復旧復興」という。）を図ること

指定行政機関の長（当該指定行政機関が内閣府設置法第四十九条第一項若しくは第二項若しくは国家行政組織法第三条第二項の委員会若しくは第三号ロに掲げる機関又は同号ニに掲げる機関のうち合議制のものである場合にあつては、当該指定行政機関。第十二条第八項、第二十五条第六項第二号、第二十八条第二項、第二十八条の三第六項第四号、第二十八条の六第二項及び第二十八条の十二第六項第二号を除き、以下同じ。）又は指定公共機関（指定行政機関の長又は指定公共機関から委任された事務又は業務については、当該委任を受けた指定地方行政機関の長又は指定地方公共機関）が防災基本計画に基づきその所掌事務又は業務について作成する防災に関する計画
わかりやすく言うと
指定行政機関の長（委員会など一定の機関では、その機関自身）や指定公共機関が、中央防災会議の作る防災基本計画に基づき、担当する事務や業務について作る防災に関する計画のことです。これらから委任された事務や業務では、委任を受けた指定地方行政機関の長や指定地方公共機関が作ります。

一定地域に係る防災に関する計画で、次に掲げるもの
わかりやすく言うと
一定の地域の防災についての計画で、都道府県防災会議が作る都道府県の計画、市町村防災会議又は市町村長が作る市町村の計画、二つ以上の都道府県又は二つ以上の市町村にまたがる地域についてそれぞれの防災会議の協議会が作る計画の四つです。
