第二十八条の十三（非常災害復旧復興本部の所掌事務）
Article 28-13Function under the Jurisdiction of the extraordinary disaster recovery and reconstruction headquarters
The extraordinary disaster recovery and reconstruction headquarters takes charge of the following affairs:
非常災害復旧復興本部は、次に掲げる事務をつかさどる。
matters concerning formulating a policy to implement recovery and reconstruction concerning an extraordinary disaster accurately and promptly;
非常災害に係る復旧復興を的確かつ迅速に実施するための方針の作成に関すること。
matters concerning the overall coordination of recovery and reconstruction concerning an extraordinary disaster being carried out under a disaster management plan within the area of jurisdiction of the headquarters by the head of a designated administrative organ, the head of a designated local administrative organ, the head or any other executive agency of a local government, and designated public corporations and designated local public corporations;
matters concerning promoting the implementation of measures based on the policy referred to in item (i).
第一号の方針に基づく施策の実施の推進に関すること。
matters concerning affairs which are assigned pursuant to the provisions of the following Article to the authority of the chairperson of the extraordinary disaster recovery and reconstruction headquarters;
次条の規定により非常災害復旧復興本部長の権限に属する事務
beyond what is provided for in each of the preceding items, any affairs that may be assigned to the authority of the headquarters by laws and regulations.
前各号に掲げるもののほか、法令の規定によりその権限に属する事務

防災 災害を未然に防止し、災害が発生した場合における被害の拡大を防ぎ、並びに災害の復旧及び災害からの復興（以下「復旧復興」という。）を図ることをいう。

次に掲げる機関で内閣総理大臣が指定するもの

国の行政機関のうち、内閣総理大臣が指定するもののことです。内閣府、宮内庁、デジタル庁、防災庁、各省・委員会・庁のほか、内閣府設置法や国家行政組織法などに定める審議会などの合議制の機関、試験研究機関などの施設等機関、特別の機関の中から指定されます。
定義第二条第一項第四号・法令全体に適用
指定行政機関の地方支分部局（内閣府設置法第四十三条及び第五十七条（宮内庁法第十八条第一項において準用する場合を含む。）並びに宮内庁法第十七条第一項並びに国家行政組織法第九条の地方支分部局をいう。）その他の国の地方行政機関で、内閣総理大臣が指定するもの
わかりやすく言うと
国の地方行政機関のうち、内閣総理大臣が指定するもののことです。指定行政機関の所掌事務を分担して受け持つために置かれる地方支分部局などが、その対象になります。
定義第二条第一項第五号・法令全体に適用
独立行政法人（独立行政法人通則法（平成十一年法律第百三号）第二条第一項に規定する独立行政法人をいう。）、日本銀行、日本赤十字社、日本放送協会その他の公共的機関及び電気、ガス、輸送、通信その他の公益的事業を営む法人で、内閣総理大臣が指定するもの
わかりやすく言うと
独立行政法人、日本銀行、日本赤十字社、日本放送協会などの公共的機関と、電気、ガス、輸送、通信などの公益的事業を営む法人のうち、内閣総理大臣が指定したものです。
定義第二条第一項第六号・法令全体に適用
地方独立行政法人（地方独立行政法人法（平成十五年法律第百十八号）第二条第一項に規定する地方独立行政法人をいう。）及び港湾法（昭和二十五年法律第二百十八号）第四条第一項の港務局（第八十二条第一項において「港務局」という。）、土地改良法（昭和二十四年法律第百九十五号）第五条第一項の土地改良区その他の公共的施設の管理者並びに都道府県の地域において電気、ガス、輸送、通信その他の公益的事業を営む法人で、当該都道府県の知事が指定するもの
わかりやすく言うと
都道府県知事が指定する法人などのことです。地方公共団体が設立する地方独立行政法人や港務局、土地改良区などの公共的施設の管理者と、その都道府県の地域で電気、ガス、輸送、通信などの公益的事業を営む法人の中から指定されます。
