第十三条（保険料納付の特例）
An insured person or a person who was an insured person may, by making a request to the prefectural governor, pay 450 yen per month for the periods within that person's insured period before July 1, 1970 (excluding the insured period relating to an insured person under the provisions of Article 6, paragraph (1) of the Supplementary Provisions of the National Pension Act and the insured period relating to an insured person under the provisions of Article 15, paragraph (1) of the Supplementary Provisions of this Act) that are other than premium-paid periods or premium exemption periods (limited to periods for which the right to collect the premiums for those periods has been extinguished by prescription).
The payment under the preceding paragraph must be made by June 30, 1972; provided, however, that for a person who reaches 65 years of age by that day, it must be made by the day before the day on which the person reaches 65 years of age.
前項の規定による納付は、昭和四十七年六月三十日までに行なわなければならない。ただし、同日までに六十五歳に達する者は、六十五歳に達する日の前日までとする。
The payment under paragraph (1) is to be made in order starting from the month that elapsed first.
第一項の規定による納付は、さきに経過した月の分から順次に行なうものとする。
When a payment has been made pursuant to the provisions of paragraph (1), the premiums for the months to which the payment relates are deemed to have been paid on the day on which the payment was made.
第一項の規定により納付が行なわれたときは、納付が行なわれた日に、納付に係る月の保険料が納付されたものとみなす。
Supplementary Provisions, Article 14Special Provisions on Voluntarily Insured Persons
第十四条（任意加入被保険者の特例）
A person who was an insured person under the provisions of Article 75, paragraph (1) or Article 7, paragraph (1) of the Supplementary Provisions of the National Pension Act and who does not fall under any of Article 7, paragraph (2), item (i), (ii) or (iii) may become an insured person by making a request to the prefectural governor; provided, however, that this does not apply to a person who is not a Japanese national or a person who does not have a domicile in Japan.
第七十五条第一項又は国民年金法附則第七条第一項の規定による被保険者であつた者であつて、第七条第二項第一号、第二号又は第三号のいずれにも該当しないものは、都道府県知事に申し出て、被保険者となることができる。ただし、日本国民でない者又は日本国内に住所を有しない者は、この限りでない。
The request under the preceding paragraph must be made by September 30, 1970.
前項の申出は、昭和四十五年九月三十日までに行なわなければならない。
A person who has made the request under paragraph (1) is to acquire status as an insured person on the day on which the request was made.
第一項の申出をした者は、その申出をした日に被保険者の資格を取得するものとする。
A person who has made the request under paragraph (1) may pay, by June 30, 1972 (or, for a person who reaches 65 years of age on or before that day, by the day before the day on which the person reaches 65 years of age), 450 yen for each month of the period from April 1961 to the month preceding the month in which the day of that request falls, other than the following periods of that person:
第一項の申出をした者は、昭和四十七年六月三十日（同日以前に六十五歳に達する者にあつては、六十五歳に達する日の前日）までに、昭和三十六年四月から当該申出をした日の属する月の前月までの期間であつて、その者の次に掲げる期間以外のものの各月につき四百五十円を納付することができる。

他の公的年金制度に係る通算対象期間
The provisions of Article 75, paragraphs (3) through (5), Article 7, paragraph (3) of the Supplementary Provisions of the National Pension Act, and paragraphs (3) and (4) of the preceding Article apply mutatis mutandis to an insured person under the provisions of paragraph (1). In this case, the term "insured period" in Article 75, paragraph (5), item (iv) is deemed to be replaced with "the period obtained by combining the period from April 1961 to the month preceding the month in which the day of the request under Article 14, paragraph (1) of the Supplementary Provisions of the Act Partially Amending the National Pension Act (Act No. 86 of 1969) falls and the insured period on or after the day of that request (excluding periods for aggregation relating to other public pension systems that are less than one year and periods other than periods for aggregation relating to other public pension systems that are less than one year)".
第七十五条第三項から第五項まで、国民年金法附則第七条第三項並びに前条第三項及び第四項の規定は、第一項の規定による被保険者について準用する。この場合において、第七十五条第五項第四号中「被保険者期間」とあるのは、「昭和三十六年四月から国民年金法の一部を改正する法律（昭和四十四年法律第八十六号）附則第十四条第一項の申出をした日の属する月の前月までの期間とその申出をした日以降の被保険者期間とを合算した期間（他の公的年金制度に係る通算対象期間で一年未満のもの及び他の公的年金制度に係る通算対象期間以外の期間で一年未満のものを除く。）」と読み替えるものとする。
For the purposes of applying the provisions of Article 7-2 of the Supplementary Provisions of the National Pension Act in the case where an insured person under the provisions of paragraph (1) ceases to be an insured person because the person has come to fall under Article 7, paragraph (2), item (i), and then ceases to fall under that item, the phrase "the period obtained by combining the insured period (excluding one of less than one year) and the periods for aggregation relating to other public pension systems on or after April 1, 1961 (excluding those of less than one year)" in paragraph (4) of that Article is deemed to be replaced with "the period obtained by combining the period from April 1961 to the month preceding the month in which the day of the request under Article 14, paragraph (1) of the Supplementary Provisions of the Act Partially Amending the National Pension Act (Act No. 86 of 1969) falls, the insured period on or after the day of that request, and the periods for aggregation relating to other public pension systems on or after that day (excluding periods for aggregation relating to other public pension systems that are less than one year and periods other than periods for aggregation relating to other public pension systems that are less than one year)".
第一項の規定による被保険者が第七条第二項第一号に該当するに至つたため被保険者でなくなつた後同号に該当しなくなつた場合における国民年金法附則第七条の二の規定の適用については、同条第四項中「被保険者期間（一年未満のものを除く。）と昭和三十六年四月一日以降の他の公的年金制度に係る通算対象期間（一年未満のものを除く。）とを合算した期間」とあるのは、「昭和三十六年四月から国民年金法の一部を改正する法律（昭和四十四年法律第八十六号）附則第十四条第一項の申出をした日の属する月の前月までの期間、その申出をした日以降の被保険者期間及び同日以降の他の公的年金制度に係る通算対象期間を合算した期間（他の公的年金制度に係る通算対象期間で一年未満のもの及び他の公的年金制度に係る通算対象期間以外の期間で一年未満のものを除く。）」と読み替えるものとする。
Supplementary Provisions, Article 15Special Provisions on Voluntary Enrollment
第十五条（任意加入の特例）
A person born between April 2, 1906 and April 1, 1911 (a person who was over 50 years of age and not over 55 years of age on April 1, 1961) who did not become an insured person on April 1, 1961 and who does not fall under any of Article 7, paragraph (2), items (i) through (iii) may, notwithstanding the provisions of that paragraph and Article 74, become an insured person by making a request to the prefectural governor; provided, however, that this does not apply when the person falls under any of the following items.
明治三十九年四月二日から明治四十四年四月一日までの間に生まれた者（昭和三十六年四月一日において五十歳をこえ、五十五歳をこえない者）であつて、昭和三十六年四月一日において被保険者とならなかつたもののうち、第七条第二項第一号から第三号までのいずれにも該当しない者は、同項及び第七十四条の規定にかかわらず、都道府県知事に申し出て、被保険者となることができる。ただし、その者が、次の各号のいずれかに該当するときは、この限りでない。
When the person is not a Japanese national;
日本国民でないとき。
When the person does not have a domicile in Japan;
日本国内に住所を有しないとき。
When the person can receive an aggregated old-age pension or an aggregated retirement pension under the Employees' Pension Acts, or satisfies the period that is an eligibility requirement for those pensions.
被用者年金各法に基づく通算老齢年金若しくは通算退職年金を受けることができるとき、又はこれらの年金の受給資格要件たる期間を満たしているとき。
The request under the preceding paragraph must be made by June 30, 1970; provided, however, that a request made in the case where an insured person under the provisions of that paragraph ceases to be an insured person because the person has come to fall under Article 7, paragraph (2), item (i), and then ceases to fall under that item must be made within three months from the day on which the person ceased to fall under that item.
A person who has made the request under paragraph (1) is to acquire status as an insured person on the day on which the request was made.
第一項の申出をした者は、その申出をした日に被保険者の資格を取得するものとする。
The provisions of Article 13, paragraph (1) apply mutatis mutandis where the request under paragraph (1) has been made.
第十三条第一項の規定は、第一項の申出があつた場合に準用する。
An insured person under the provisions of paragraph (1) may at any time lose status as an insured person by making a request to the prefectural governor.
第一項の規定による被保険者は、いつでも、都道府県知事に申し出て、被保険者の資格を喪失することができる。
An insured person under the provisions of paragraph (1) loses status as an insured person on the day following the day on which the person comes to fall under any of the items of Article 9 (excluding item (iv)) or any of the following items (or, when the person comes to fall under item (i), (iv) or (v) of the following items, on that day).
The person has come to fall under Article 7, paragraph (2), item (i);
第七条第二項第一号に該当するに至つたとき。
The request under the preceding paragraph has been accepted;
前項の申出が受理されたとき。
The person is in arrears with premiums and does not pay those premiums by the designated time limit under the provisions of Article 96, paragraph (1);
保険料を滞納し、第九十六条第一項の規定による指定の期限までに、その保険料を納付しないとき。
The period obtained by combining the insured period (excluding one of less than one year) and the periods for aggregation relating to other public pension systems on or after April 1, 1961 (excluding those of less than one year) has reached 10 years;
被保険者期間（一年未満のものを除く。）と昭和三十六年四月一日以降の他の公的年金制度に係る通算対象期間（一年未満のものを除く。）とを合算した期間が十年に達したとき。
The insured period has reached five years;
被保険者期間が五年に達したとき。
The person has made a claim for a decision on the old-age pension prescribed in Article 78, paragraph (1).
第七十八条第一項に規定する老齢年金の裁定の請求をしたとき。
The provisions of Article 87-2, Article 89, Article 90 and Article 7-2 of the Supplementary Provisions of the National Pension Act do not apply to an insured person under the provisions of paragraph (1).
第一項の規定による被保険者については、第八十七条の二、第八十九条、第九十条及び国民年金法附則第七条の二の規定を適用しない。
