①This Act comes into effect on the date of promulgation; provided, however, that the amending provisions set forth in the following items come into effect on the dates set forth respectively in those items:

②The provisions of Article 58, Article 62 and Article 79-2, paragraph (3) as amended by this Act apply from October 1, 1969.

For the pension benefits paid to a person who, on July 1, 1970, currently has the right to receive an old-age pension (excluding an old-age welfare pension; the same applies hereinafter), an aggregated old-age pension, a disability pension (excluding a disability welfare pension; the same applies hereinafter), a mother-and-child pension (excluding a mother-and-child welfare pension; the same applies hereinafter), a quasi-mother-and-child pension (excluding a quasi-mother-and-child welfare pension; the same applies hereinafter) or an orphan's pension, the amount is revised, from that month, to the amount calculated by applying the provisions of Article 28, paragraph (3) (including as applied mutatis mutandis pursuant to Article 29-5) under which the provisions of Article 27 as amended by this Act are applied, or the provisions of Article 33, Article 38 (including as applied mutatis mutandis pursuant to Article 41-3) or Article 43 as amended by this Act, respectively.

For the welfare pensions paid to a person who, on October 1, 1969, currently has the right to receive a disability welfare pension, a mother-and-child welfare pension, a quasi-mother-and-child welfare pension or an old-age welfare pension (hereinafter referred to as a "welfare pension"), the amount is revised, from that month, to the amount calculated by applying the provisions of Article 58, Article 62 (including as applied mutatis mutandis pursuant to Article 64-4) or Article 79-2, paragraph (3) as amended by this Act, respectively.

The provisions then in force continue to govern the amounts of old-age pensions, aggregated old-age pensions, disability pensions, mother-and-child pensions, quasi-mother-and-child pensions and orphan's pensions for the months up to and including June 1970, the amounts of disability welfare pensions, mother-and-child welfare pensions, quasi-mother-and-child welfare pensions and old-age welfare pensions for the months up to and including September 1969, and the amounts of death lump-sum payments not yet paid as of July 1, 1970.

①When a person who ceased to be a person entitled to receive a disability pension before July 1, 1970 because the person no longer fell under a state of disability of the degree prescribed in the Appended Table is, due to the injury or illness that was the ground for payment of that disability pension, in a state of disability of the degree prescribed in that Table on that day, or comes to fall under a state of disability of the degree prescribed in that Table during the period from July 2, 1970 to the day before the day on which three years have elapsed from the day on which the person ceased to be a person entitled to receive that disability pension (excluding a case where, during the period from July 1, 1970 until the person comes to fall under a state of disability of the degree prescribed in that Table, the person ceased to fall under the state of disability of the degree specified by the Minister of Health and Welfare prescribed in Article 35, item (ii)), a disability pension under that Article is paid to that person, notwithstanding the provisions of Article 30, paragraph (1).

②The provisions of the preceding paragraph apply mutatis mutandis to disability welfare pensions. In this case, the phrase "the degree prescribed in the Appended Table" in that paragraph is deemed to be replaced with "a degree falling under grade 1 prescribed in the Appended Table", the phrase "the degree prescribed in that Table" with "a degree falling under grade 1 prescribed in that Table", and the phrase "Article 30, paragraph (1)" with "the main clause of Article 56, paragraph (1)".

①The provisions of Article 65, paragraph (6), Article 66, paragraphs (1) and (2) and Article 67, paragraph (2) as amended by this Act (including as those provisions are applied mutatis mutandis pursuant to Article 79-2) apply to the suspension of payment of welfare pensions on account of income for 1968 or any later year, and the provisions then in force continue to govern the suspension of payment of welfare pensions on account of income for 1967 or any earlier year.

②Suspension of payment of old-age welfare pensions on account of both husband and wife being able to receive an old-age welfare pension is not to be carried out for the months from October 1969 onward, and the provisions then in force continue to govern the suspension of payment of those old-age welfare pensions for the months before that month.

The burden on the national treasury under the provisions of Article 85, paragraph (1) as amended by this Act applies from the portion for fiscal 1970 and subsequent fiscal years, and the necessary measures concerning the adjustment between the amount of the burden on the national treasury under the provisions of that paragraph as amended by this Act and the amount of the burden on the national treasury under the provisions of that paragraph before its amendment by this Act are specified by Cabinet Order.

The amounts of premiums then in force continue to apply to premiums for the months up to and including June 1970.

With respect to premiums for the months from July 1972 onward, the phrase "450 yen" in Article 87, paragraph (3) as amended by this Act is to read "550 yen".

①The amount of premiums that a person who, before July 1, 1970, paid in advance premiums for a period on or after that day must additionally pay for the period relating to that advance payment is 350 yen per month up to the month preceding the month in which the day on which the insured person reaches 35 years of age falls (450 yen for each month from July 1972 onward), and 300 yen per month from the month in which the day on which the insured person reached 35 years of age falls onward (400 yen for each month from July 1972 onward).

②For a person prescribed in the preceding paragraph, the phrase "paragraph (3) of the preceding Article" in Article 87-2, paragraphs (1) and (2) is deemed to be replaced with "Article 10, paragraph (1) of the Supplementary Provisions of the Act Partially Amending the National Pension Act (Act No. 86 of 1969)".

③Of the premiums paid in advance between January 1, 1967 and June 30, 1970 for periods on or after July 1 of that year, the portion equivalent to the amount of premiums prescribed in Article 14, paragraph (1) of the Supplementary Provisions of the Act Partially Amending the National Pension Act (Act No. 92 of 1966) is to be applied to the premiums of the amount to be additionally paid for those periods pursuant to the provisions of paragraph (1), in order starting from the month that arrives first.
