第一条（施行期日）
This Act comes into effect on the date of promulgation.
この法律は、公布の日から施行する。

第二条（検討）
Taking into consideration the provisions of Article 3, paragraph (1) of the Supplementary Provisions of the Act Partially Amending the National Pension Act, etc., and in light of the importance of strengthening the functions and improving the efficiency of the social security benefits for pensions, medical care and long-term care, and of the measures for addressing the declining birthrate, the government is, as part of this, to proceed with a review of the public pension system with regard to strengthening the minimum guarantee function of the basic pension and other matters, and, after securing the stable financial resources to cover the expenses necessary in the case where each of those matters is established as a system, is to bring about its realization in stages.
政府は、国民年金法等の一部を改正する法律附則第三条第一項の規定を踏まえつつ、年金、医療及び介護の社会保障給付並びに少子化に対処するための施策について機能強化及び効率化を図ることの重要性にかんがみ、その一環として、公的年金制度について、基礎年金の最低保障機能の強化その他の事項に関する検討を進め、当該事項がそれぞれ制度として確立した場合に必要な費用を賄うための安定した財源を確保した上で、段階的にその具体化を図るものとする。
