Supplementary Provisions, Article 1Effective Date
第一条（施行期日）
This Act comes into effect on August 1, 2017; provided, however, that the provisions listed in the following items come into effect on the date specified in the respective items.
この法律は、平成二十九年八月一日から施行する。ただし、次の各号に掲げる規定は、当該各号に定める日から施行する。

第二条（検討等）
The government is to, with a target of three years after this Act comes into effect, taking into consideration the state of enforcement of this Act and other circumstances, comprehensively review the strengthening of the minimum guarantee function of the basic pension and other matters, and, when it finds it necessary, is to take the required measures based on the results of that review.
政府は、この法律の施行後三年を目途として、この法律の施行の状況等を勘案し、基礎年金の最低保障機能の強化その他の事項について総合的に検討を加え、必要があると認めるときは、その結果に基づいて所要の措置を講ずるものとする。
Supplementary Provisions, Article 2-2
第二条の二
In keeping with the purpose of the Act Partially Amending the Consumption Tax Act, etc., and Other Matters to Carry Out a Drastic Reform of the Tax System for Securing Stable Financial Resources for Social Security, etc., the necessary legislative measures are to be taken within six months from the date of promulgation of that Act, in order to implement, from the day on which the provisions set forth in Article 1, item (ii) of the Supplementary Provisions of that Act come into effect, a system concerning benefits as a welfare measure for elderly persons with low income or persons with disabilities and others whose income is equal to or less than a fixed amount, among the recipients of pensions under the public pension system. In this case, the financial resources for it are to be secured by using the increase in consumption tax revenue resulting from the enforcement of that Act.
社会保障の安定財源の確保等を図る税制の抜本的な改革を行うための消費税法の一部を改正する等の法律の趣旨にのっとり、同法附則第一条第二号に掲げる規定の施行の日から、公的年金制度の年金受給者のうち、低所得である高齢者又は所得が一定額以下である障害者等に対する福祉的措置としての給付に係る制度を実施するため、同法の公布の日から六月以内に必要な法制上の措置が講ぜられるものとする。この場合において、その財源は、同法の施行により増加する消費税の収入を活用して確保するものとする。

第二条の三
A review is to continue to be conducted on the suspension of payment of the old-age basic pension on account of high income.
高額所得による老齢基礎年金の支給停止については、引き続き検討が加えられるものとする。
Supplementary Provisions, Article 2-4
第二条の四
A review is to be conducted on measures to exempt category 1 insured persons of the National Pension from the obligation to pay the premiums of the National Pension for the six weeks before childbirth and the eight weeks after childbirth.
国民年金の第一号被保険者に対する出産前六週間及び出産後八週間に係る国民年金の保険料の納付義務を免除する措置については、検討が行われるものとする。
Supplementary Provisions, Article 3Financial Resources for the Expenses Pertaining to the Burden, Etc. of the National Government
第三条（国の負担等に係る費用の財源）
The financial resources for the expenses set forth below are to be secured by using the increase in consumption tax revenue resulting from the enforcement of the Act Partially Amending the Consumption Tax Act, etc., and Other Matters to Carry Out a Drastic Reform of the Tax System for Securing Stable Financial Resources for Social Security, etc.
次に掲げる費用の財源は、社会保障の安定財源の確保等を図る税制の抜本的な改革を行うための消費税法の一部を改正する等の法律の施行により増加する消費税の収入を活用して、確保するものとする。
The portion pertaining to the burden or subsidy of the national government, out of the expenses required for the old-age basic pension (including the benefit prescribed in Article 35, paragraphs (1) and (4) of the Supplementary Provisions of the 1985 National Pension Amendment Act) for which the right to receive arises as a result of the revision by this Act;
この法律による改正により受給権が発生する老齢基礎年金（昭和六十年国民年金等改正法附則第三十五条第一項及び第四項に規定する給付を含む。）に要する費用のうち国の負担又は補助に係るもの
The portion pertaining to the burden or subsidy of the national government, out of the expenses required for the survivors' basic pension for which the right to receive arises as a result of the revision by this Act.
この法律による改正により受給権が発生する遺族基礎年金に要する費用のうち国の負担又は補助に係るもの
Supplementary Provisions, Article 4Transitional Measures Concerning Unpaid Pensions
第四条（未支給年金に関する経過措置）
The provisions of Article 19 of the National Pension Act after the revision by the provisions of Article 1 apply where a person entitled to receive a pension benefit prescribed in Article 19, paragraph (1) of the National Pension Act after the revision by the provisions of Article 1 dies on or after the day on which the provisions set forth in Article 1, item (iv) of the Supplementary Provisions come into effect (hereinafter referred to as the "item (iv) Effective Date").
第一条の規定による改正後の国民年金法第十九条の規定は、附則第一条第四号に掲げる規定の施行の日（以下「第四号施行日」という。）以後に第一条の規定による改正後の国民年金法第十九条第一項に規定する年金給付の受給権者が死亡した場合について適用する。

第五条
If a person entitled to receive a benefit in the form of a pension prescribed in Article 32, paragraph (1) of the Supplementary Provisions of the 1985 National Pension Amendment Act dies on or after the item (iv) Effective Date, and there is a benefit in the form of a pension that should have been paid to the deceased person but has not yet been paid to that person, then, with regard to the claim for payment of that unpaid pension benefit, notwithstanding the provisions of that paragraph, the provisions of Article 19 of the National Pension Act before the revision by the provisions of Article 1 of the 1985 National Pension Amendment Act, for which the provisions then in force continue to govern pursuant to the provisions of that paragraph, do not apply, and the provisions of Article 19 of the National Pension Act after the revision by the provisions of Article 1 apply mutatis mutandis.
