Article 30-19Cases Where Submission of a Document Certifying the Relationship to the Householder of a Foreign Resident Is Not Required
The cases specified by Cabinet Order as prescribed in the proviso to Article 30-49 of the Act are the following cases:
法第三十条の四十九ただし書に規定する政令で定める場合は、次に掲げる場合とする。
a case where there is no family relationship between a foreign resident who is not a householder and that householder;
世帯主でない外国人住民とその世帯主との間に親族関係がない場合
a case where a foreign resident who is not a householder has submitted a moving-out notification together with the moving-out notification concerning that householder, and that foreign resident who is not a householder submits a moving-in notification together with the moving-in notification concerning that householder (limited to the case where that householder becomes the householder);
a case where a foreign resident who is not a householder submits a notification of a move within a municipality together with the notification of a move within a municipality concerning that householder (limited to the case where that householder becomes the householder);
in addition to the cases listed in the preceding three items, a case where a foreign resident who is not a householder submits a moving-in notification or a notification of a move within a municipality together with the moving-in notification or notification of a move within a municipality concerning another foreign resident belonging to the same household (limited to the case where that other foreign resident becomes the householder), or any other case specified by Order of the Ministry of Internal Affairs and Communications, in which the mayor of the municipality finds that the family relationship between the foreign resident who is not a householder and that householder can be confirmed.

それぞれ住民基本台帳法（以下「法」という。）第七条第八号の二、第十号から第十一号の二まで若しくは第十三号、第十五条の二第一項、第十五条の三第一項、第二十一条第一項、第二十二条第一項、第二十三条又は第三十条の四十五に規定する個人番号、国民健康保険の被保険者、後期高齢者医療の被保険者、介護保険の被保険者、国民年金の被保険者、児童手当の支給を受けている者、住民票コード、除票、転出、戸籍の附票の除票、転入、転居又は外国人住民
わかりやすく言うと
日本の国籍を持たない人のうち、中長期在留者、特別永住者、一時庇護許可者、仮滞在許可者、出生や国籍喪失による経過滞在者で、市町村の区域内に住所があるもののことです（住民基本台帳法第三十条の四十五）。

わかりやすく言うと
転出をする人が、あらかじめ、自分の氏名、転出先及び転出の予定年月日を市町村長に届け出ることです（住民基本台帳法第二十四条）。

わかりやすく言うと
新たにある市町村の区域内に住所を定めた（転入した）人が、転入をした日から十四日以内に、氏名、住所、従前の住所などを市町村長に届け出ることです。出生による場合は転入に含まれません（住民基本台帳法第二十二条）。
