第十四条（都道府県防災会議の設置及び所掌事務）
Article 14Establishment of a Prefectural Disaster Management Council and the Function under its Jurisdiction
A prefectural disaster management council is established in a prefecture.
都道府県に、都道府県防災会議を置く。
A prefectural disaster management council takes charge of the following affairs:
都道府県防災会議は、次に掲げる事務をつかさどる。
formulation and promotion of implementation of a prefectural area disaster management plan;
都道府県地域防災計画を作成し、及びその実施を推進すること。
in response to consultation by the prefectural governor, deliberation of important matters relating to disaster management concerning an area of the relevant prefecture;
都道府県知事の諮問に応じて当該都道府県の地域に係る防災に関する重要事項を審議すること。
relating to important matters prescribed in the preceding item, expression of opinions to the prefectural governor;
前号に規定する重要事項に関し、都道府県知事に意見を述べること。
in cases where a disaster involving an area of the relevant prefecture has occurred, liaison and coordination in matters of recovery and reconstruction concerning the disaster among the prefecture and relevant designated local administrative organs, relevant municipalities, relevant designated public corporations, and relevant designated local public corporations;
beyond what is provided for in each of the preceding items, other affairs assigned to the council by law or Cabinet Order based on it.
前各号に掲げるもののほか、法律又はこれに基づく政令によりその権限に属する事務

暴風、竜巻、豪雨、豪雪、洪水、崖崩れ、土石流、高潮、地震、津波、地盤の液状化、噴火、地滑りその他の異常な自然現象又は大規模な火事若しくは爆発その他その及ぼす被害の程度においてこれらに類する政令で定める原因により生ずる被害
わかりやすく言うと
暴風、豪雨、地震、津波、噴火などの異常な自然現象や、大規模な火事・爆発によって生じる被害のことです。被害の程度がこれらに似た原因で政令で定めるものによる被害も含まれます。
略称規定第二条第一項第二号
防災 災害を未然に防止し、災害が発生した場合における被害の拡大を防ぎ、並びに災害の復旧及び災害からの復興（以下「復旧復興」という。）を図ることをいう。
