The provisions of Article 28 of the National Pension Act after the amendment under the provisions of Article 3 apply to a person who, as of the day preceding the date of enforcement of the provisions set forth in Article 1, item (ix) of the Supplementary Provisions (hereinafter referred to as the "item (ix) effective date"), has not reached 71 years of age.
