①When the Minister of Health, Labour and Welfare intends to establish the policy set forth in Article 14-3, paragraph (1) of the National Pension Act after the amendment under the provisions of Article 1 (limited to the provisions amending as set forth in Article 1, item (iii) of the Supplementary Provisions) (referred to as the "National Pension Act as amended by the item (iii) provisions" in the following Article and Article 5 of the Supplementary Provisions), or the policy set forth in Article 28-3, paragraph (1) of the Employees’ Pension Insurance Act after the amendment under the provisions of Article 3 (limited to the provisions amending as set forth in that item) (hereinafter referred to as the "Employees' Pension Insurance Act as amended by the item (iii) provisions"), the Minister may consult the Social Security Council even before the date of enforcement of the provisions set forth in that item.

②When the Minister of Health, Labour and Welfare intends to establish the Order of the Ministry of Health, Labour and Welfare set forth in Article 9-4-7, paragraph (9) of the Supplementary Provisions of the National Pension Act after the amendment under the provisions of Article 2 (limited to the provisions amending as set forth in Article 1, item (vii) of the Supplementary Provisions) (hereinafter referred to in this paragraph as the "National Pension Act as amended by the item (vii) provisions") (including as applied mutatis mutandis pursuant to Article 9-4-9, paragraph (9), Article 9-4-10, paragraph (7), and Article 9-4-11, paragraph (7) of the Supplementary Provisions of the National Pension Act as amended by the item (vii) provisions), the Minister may consult the Social Security Council even before the date of enforcement of the provisions set forth in that item (hereinafter referred to as the "item (vii) effective date").
