第二条（基礎年金の在り方）
With respect to the basic pension, its state, including the benefit level and the financing method, is to be broadly reviewed, and, for the time being, by 2004, a stable source of funding is to be secured and an increase of the proportion of the national treasury's burden to one-half is to be sought.
基礎年金については、給付水準及び財政方式を含めてその在り方を幅広く検討し、当面平成十六年までの間に、安定した財源を確保し、国庫負担の割合の二分の一への引上げを図るものとする。
