This Ministerial Order comes into effect as of the date on which the Act Partially Amending the Immigration Control and Refugee Recognition Act, etc. comes into effect (June 14, 2026).

With regard to the particulars to be entered, etc. on a residence card received before the date on which this Ministerial Order comes into effect (hereinafter referred to as "the effective date"), notwithstanding the provisions of Article 19-6 of the Regulation for Enforcement of the Immigration Control and Refugee Recognition Act as amended by this Ministerial Order (hereinafter referred to as the "new Regulation for Enforcement of the Immigration Control Act"), the provisions then in force continue to govern.

With regard to the application of the provisions of Article 19-6, paragraph (2) of the new Regulation for Enforcement of the Immigration Control Act (limited to the part pertaining to item (iv)) to a mid- to long-term resident prescribed in Article 7, paragraph (2) of the Supplementary Provisions of the Act Partially Amending the Immigration Control and Refugee Recognition Act and the Special Act on the Immigration Control of, inter alia, those who have lost Japanese Nationality pursuant to the Treaty of Peace with Japan, and Other Matters (Act No. 79 of 2009) who receives a specified residence card pursuant to the provisions of Article 19-15-2, paragraph (6) or (7) of the Immigration Control and Refugee Recognition Act (Cabinet Order No. 319 of 1951), the phrase "the residence card that is to become invalid due to that issuance" in that item is deemed to be replaced with "the passport bearing a notation to the effect that a residence card will be issued at a later date".

Paper forms in accordance with the forms prior to the amendment by this Ministerial Order that actually exist at the time this Ministerial Order comes into effect may be used for the time being with corrections made to them.
