Supplementary Provisions, Article 5Transitional Measures Incidental to the Partial Amendment of the Regulation for Enforcement of the Immigration Control and Refugee Recognition Act by the Provisions of Article 1
第五条（第一条の規定による出入国管理及び難民認定法施行規則の一部改正に伴う経過措置）
With regard to the application of the provisions of Article 19-17, paragraph (1) and Article 19-18, paragraph (1), item (ii) of the Regulation for Enforcement of the Immigration Control and Refugee Recognition Act as amended by this Ministerial Order to the notification under Article 19-18, paragraph (1) of the Immigration Control and Refugee Recognition Act as amended by the Act Partially Amending the Immigration Control and Refugee Recognition Act and the Act for Establishment of the Ministry of Justice (Act No. 102 of 2018) concerning a mid- to long-term resident (excluding a person who has received a residence card) whose passport bears a notation, made pursuant to the provisions of Article 7, paragraph (1) of the Supplementary Provisions of the Act Partially Amending the Immigration Control and Refugee Recognition Act and the Special Act on the Immigration Control of, inter alia, those who have lost Japanese Nationality pursuant to the Treaty of Peace with Japan, and Other Matters (Act No. 79 of 2009), to the effect that a residence card will be issued at a later date, and in whose passport the number of the residence card scheduled to be issued to that mid- to long-term resident has been entered pursuant to the provisions of Article 11, paragraph (2) of the Ministerial Order on the Arrangement of Ministerial Orders Related to the Ministry of Justice and on Transitional Measures upon the Enforcement of the Act Partially Amending the Immigration Control and Refugee Recognition Act and the Special Act on the Immigration Control of, inter alia, those who have lost Japanese Nationality pursuant to the Treaty of Peace with Japan, and Other Matters, the phrase "number of the residence card" in those provisions is deemed to be replaced with "number of the residence card scheduled to be issued to that mid- to long-term resident, entered in the passport pursuant to the provisions of Article 11, paragraph (2) of the Ministerial Order on the Arrangement of Ministerial Orders Related to the Ministry of Justice and on Transitional Measures upon the Enforcement of the Act Partially Amending the Immigration Control and Refugee Recognition Act and the Special Act on the Immigration Control of, inter alia, those who have lost Japanese Nationality pursuant to the Treaty of Peace with Japan, and Other Matters (Ministry of Justice Order No. 43 of 2011)".
出入国管理及び難民認定法及び日本国との平和条約に基づき日本の国籍を離脱した者等の出入国管理に関する特例法の一部を改正する等の法律（平成二十一年法律第七十九号）附則第七条第一項の規定により旅券に後日在留カードを交付する旨の記載を受けた中長期在留者（在留カードの交付を受けた者を除く。）であって、出入国管理及び難民認定法及び日本国との平和条約に基づき日本の国籍を離脱した者等の出入国管理に関する特例法の一部を改正する等の法律の施行に伴う法務省関係省令の整備及び経過措置に関する省令第十一条第二項の規定により旅券に当該中長期在留者に交付することを予定する在留カードの番号を記載されたものに係る出入国管理及び難民認定法及び法務省設置法の一部を改正する法律（平成三十年法律第百二号）による改正後の出入国管理及び難民認定法第十九条の十八第一項の届出におけるこの省令による改正後の出入国管理及び難民認定法施行規則第十九条の十七第一項及び第十九条の十八第一項第二号の規定の適用については、これらの規定中「在留カードの番号」とあるのは、「旅券に出入国管理及び難民認定法及び日本国との平和条約に基づき日本の国籍を離脱した者等の出入国管理に関する特例法の一部を改正する等の法律の施行に伴う法務省関係省令の整備及び経過措置に関する省令（平成二十三年法務省令第四十三号）第十一条第二項の規定により記載された当該中長期在留者に交付することを予定する在留カードの番号」とする。
