A motorized bicycle must not be used for operation unless it conforms, with respect to the following matters, to the technical standards for safety, or for pollution prevention and other conservation of the environment, prescribed by Order of the Ministry of Land, Infrastructure, Transport and Tourism:

国土交通省令で定める総排気量又は定格出力を有する原動機により陸上を移動させることを目的として製作した用具で軌条若しくは架線を用いないもの又はこれにより牽引して陸上を移動させることを目的として製作した用具
わかりやすく言うと
国土交通省令で定める総排気量または定格出力の原動機で陸上を移動させる目的で作られた用具でレールや架線を使わないもの、またはそれに引かれて陸上を移動する目的で作られた用具のことです。

人又は物品を運送するとしないとにかかわらず、道路運送車両を当該装置の用い方に従い用いること（道路以外の場所のみにおいて用いることを除く。）
