With regard to the application of penal provisions to acts committed before this Act comes into effect and to acts committed after this Act comes into effect with respect to matters that are to be governed by the provisions then in force pursuant to the provisions of paragraphs (3) and (4) of the preceding Article, the provisions then in force continue to govern.
