A certificate delivered before the effective date pursuant to Article 7-2, paragraph (1) of the Act as conforming to the criteria in the row for the activities listed in the right-hand column corresponding to "Engineer" in Appended Table I (2) of the Act or in the row for the activities listed in the right-hand column corresponding to "Specialist in Humanities/International Services" in Appended Table I (2) of the Act of the Ministerial Order on Criteria prior to its amendment by the Ministerial Order Amending the Ministerial Order on Criteria is deemed to be a certificate delivered pursuant to Article 7-2, paragraph (1) of the Act as conforming to the criteria in the row for the activities listed in the right-hand column corresponding to "Engineer/Specialist in Humanities/International Services" in Appended Table I (2) of the Act of the Ministerial Order on Criteria as amended by the Ministerial Order Amending the Ministerial Order on Criteria.
