この法律の施行の日前に、平成十一年四月一日以後の期間について国民年金法（昭和三十四年法律第百四十一号）第九十三条第一項の規定により国民年金の保険料を前納した者については、その者（その者が死亡した場合においては、その者の相続人）の請求に基づき、同日以後、当該期間に係るこの法律による改正前の国民年金の保険料の額とこの法律による改正後の国民年金の保険料の額の差額を基準として政令で定める額を還付する。
