A person who was residing, before the effective date, with the status of residence of "Student" in Appended Table I (4) of the Act prior to its amendment by the amending Act and who, at the time this Ministerial Order comes into effect, has filed the application set forth in Article 20, paragraph (1) of the Regulation (limited to an application pertaining to a change to the status of residence of "Pre-college Student") is deemed to have made the proposal set forth in Article 21-2, paragraph (1) of the Regulation on the effective date.
