A person who is deemed to be residing with the status of residence of "Student" pursuant to the provisions of Article 5, paragraph (2) of the Supplementary Provisions of the amending Act and who, at the time this Ministerial Order comes into effect, has filed the application set forth in Article 20, paragraph (1) of the Regulation (limited to an application pertaining to a change to the status of residence of "Student") is deemed to have made the proposal set forth in Article 21-2, paragraph (1) of the Regulation on the effective date.
