第十三条
The Minister of Health, Labour and Welfare appoints committee members and has them handle the affairs relating to the establishment of JHIA.
厚生労働大臣は、設立委員を命じて、協会の設立に関する事務を処理させる。
The committee members must determine the working conditions of JHIA's employees and the standards for hiring JHIA's employees.
設立委員は、協会の職員の労働条件及び協会の職員の採用の基準を定めなければならない。
The committee members must determine the constitution, prepare a business plan and budget for the period on or after the date of enforcement of the provisions of Article 4 within the business year that includes that date, and obtain authorization from the Minister of Health, Labour and Welfare for the constitution, business plan and budget.
設立委員は、定款を定め、並びに第四条の規定の施行の日を含む事業年度のうち同日以後の期間に係る事業計画及び予算を作成し、その定款、事業計画及び予算について厚生労働大臣の認可を受けなければならない。
The committee members must, by the date of enforcement of the provisions of Article 4, determine the operating rules prescribed in Article 7-22, paragraph (1) of the Health Insurance Act as Amended in October 2008 and notify the Minister of Health, Labour and Welfare of those rules.
設立委員は、第四条の規定の施行の日までに、平成二十年十月改正健保法第七条の二十二第一項に規定する運営規則を定め、これを厚生労働大臣に届け出なければならない。
When the committee members have completed the preparations for the establishment of JHIA, they must without delay notify the Minister of Health, Labour and Welfare to that effect and hand over their affairs to the person who is to become the president designated pursuant to the provisions of paragraph (1) of the preceding Article.
When the Minister of Health, Labour and Welfare has given the authorization referred to in paragraph (3), the Minister is to give public notice to that effect immediately.
厚生労働大臣は、第三項の認可をしたときは、直ちにその旨を告示するものとする。
JHIA is established on the date of enforcement of the provisions of Article 4 when the public notice referred to in the preceding paragraph has been given. In this case, JHIA must without delay give public notice of its constitution.
