This Act comes into effect as of the date of promulgation; provided, however, that the provisions in Article 1 amending Article 1 of the Health Insurance Act, adding one Article after Article 53 of that Act and amending Article 55, paragraph (1) of that Act, the provisions in Article 2 amending Article 1 of the Mariners Insurance Act, and the provisions of Article 3 of the Supplementary Provisions come into effect as of October 1, 2013.

With regard to the provisions of Article 5 and Article 5-3 (limited to the part concerning the national subsidy rate) of the Supplementary Provisions of the Health Insurance Act as revised by the provisions of Article 1, the government is to conduct a review by fiscal year 2014, taking into consideration the financial condition of health insurance administered by Japan Health Insurance Association, the status of review concerning how the costs required for medical care for elderly persons are to be shared, the financial condition of the national government, and other changes in the socioeconomic situation, etc., and, if finding it necessary, is to take required measures.

With regard to insurance benefits under the Health Insurance Act, those relating to sickness, injury or death due to a work-related cause (meaning a cause other than a cause not related to work under Article 1 of the Health Insurance Act prior to revision by the provisions of Article 1) arising from an accident that occurred before the date of enforcement of the provisions prescribed in the proviso to Article 1 of the Supplementary Provisions, the provisions then in force continue to govern.

Beyond what is provided for in these Supplementary Provisions, transitional measures necessary incidental to the enforcement of this Act are specified by Cabinet Order.
