The provisions of Articles 100 and 136 of the Health Insurance Act as amended by the provisions of Article 1 apply to insured persons and specially-insured day laborers whose date of death is on or after the Effective Date and persons who were such persons, and the provisions then in force continue to govern the payment of burial charges under the Health Insurance Act before the amendment by the provisions of Article 1 to insured persons and specially-insured day laborers whose date of death is before the Effective Date and persons who were such persons.
