Supplementary Provisions, Article 18
第十八条
The rights and obligations that the State holds at the time of the establishment of JHIA in relation to the affairs listed in Article 4, paragraph (1), item (xciv) of the Act for Establishment of the Ministry of Health, Labour and Welfare (Act No. 97 of 1999) are succeeded to by JHIA, except for those specified by Cabinet Order.
協会の成立の際現に厚生労働省設置法（平成十一年法律第九十七号）第四条第一項第九十四号に掲げる事務に関し国が有する権利及び義務は、政令で定めるものを除き、協会が承継する。
When JHIA has succeeded to the rights and obligations held by the national government pursuant to the preceding paragraph, an amount equivalent to the amount obtained by deducting the total value of the liabilities specified by Cabinet Order pertaining to the obligations to be succeeded to from the total value of the assets specified by Cabinet Order pertaining to the rights to be succeeded to by JHIA is deemed to have been contributed to JHIA by the government, as provided by Cabinet Order.
The value of the assets referred to in the preceding paragraph is the value appraised by the appraisal committee members on the basis of the market price as of the day of JHIA's establishment.
The appraisal committee members referred to in the preceding paragraph and other matters necessary for appraisal are specified by Cabinet Order.
前項の評価委員その他評価に関し必要な事項は、政令で定める。
