第二条（保険医療機関の病床の指定等に当たっての公正の確保等）
In applying the provisions of Article 65, paragraph (4) of the Health Insurance Act (including as applied mutatis mutandis pursuant to Article 66, paragraph (2) of that Act (including as applied mutatis mutandis pursuant to Article 86, paragraph (13) of that Act) and Article 86, paragraph (13) of that Act), the government is to give full consideration to ensuring that good quality and appropriate community healthcare is secured, reflecting the needs of persons receiving medical care such as insured persons, and is to endeavor to ensure fairness and the transparency of procedures by, for example, clarifying the reasons.
政府は、健康保険法第六十五条第四項（同法第六十六条第二項（同法第八十六条第十三項において準用する場合を含む。）及び第八十六条第十三項において準用する場合を含む。）の規定の適用に当たっては、被保険者等医療を受ける者の必要を反映して、良質かつ適切な地域医療が確保されるよう十分配慮するとともに、その理由を明らかにする等、公正の確保及び手続の透明性の確保に努めるものとする。
