Beyond what is provided for in the preceding two Articles, dispositions, procedures and other acts carried out before the Effective Date pursuant to the provisions of the Health Insurance Act prior to amendment by the provisions of Article 1 or orders based on it are deemed to be dispositions, procedures and other acts carried out pursuant to the equivalent provisions of that Act as amended by the provisions of that Article or orders based on it.
