Supplementary Provisions, Article 1Effective Date

第一条（施行期日）

This Act comes into effect on April 1, 2017; provided, however, that the provisions set forth in the following items come into effect on the dates specified respectively in those items:

この法律は、平成二十九年四月一日から施行する。ただし、次の各号に掲げる規定は、当該各号に定める日から施行する。

the provisions amending Article 72-48, Article 72-54, Article 72-63-4, paragraphs (1) and (2) and Article 349-3, paragraph (1) of the Local Tax Act in Article 1, the provisions amending Article 9-2 and Article 9-2-2, paragraph (1) of the Supplementary Provisions of that Act, the provisions deleting Article 9-3 of the Supplementary Provisions of that Act and renumbering Article 9-3-2 of the Supplementary Provisions of that Act as Article 9-3, and the provisions of Article 7, paragraphs (5) and (7) and Article 46 (excluding the amending provisions set forth in item (iv)) of the Supplementary Provisions: the date of promulgation;

Supplementary Provisions, Article 2Transitional Measures concerning Secondary Tax Liability

第二条（第二次納税義務に関する経過措置）

The provisions of Article 11-2 of the Local Tax Act after the amendment by the provisions of Article 1 (hereinafter referred to as the "New Act") apply to local government levies that fall into delinquency on or after the date of enforcement of the provisions set forth in item (iii) of the preceding Article, and the provisions then in force continue to govern local government levies that are delinquent before that date.

第一条の規定による改正後の地方税法（以下「新法」という。）第十一条の二の規定は、前条第三号に掲げる規定の施行の日以後に滞納となった地方団体の徴収金について適用し、同日前に滞納となっている地方団体の徴収金については、なお従前の例による。

Supplementary Provisions, Article 3Transitional Measures concerning Provisional Seizure for Preservation

第三条（保全差押えに関する経過措置）

Seizure or retention made before the date of enforcement of the provisions set forth in Article 1, item (iv) of the Supplementary Provisions under the provisions of the National Tax Violations Control Act (Act No. 67 of 1900; hereinafter referred to as the "National Tax Violations Control Act Before Its Repeal") before its repeal by the provisions of Article 10 of the Act Partially Amending the Income Tax Act, etc., and Other Matters (Act No. 4 of 2017; hereinafter referred to as the "Income Tax Act Amendment Act"), as applied mutatis mutandis in the Local Tax Act prior to amendment by the provisions set forth in that item (hereinafter referred to as the "2018 Former Act"), is deemed, for the application of the provisions of Article 16-4, paragraph (1) of the Local Tax Act after the amendment by the provisions set forth in that item (hereinafter referred to as the "2018 New Act"), to be seizure or retention under the provisions of Chapter I, Section 16, Subsection 1 of the 2018 New Act.

附則第一条第四号に掲げる規定の施行の日前にされた同号に掲げる規定による改正前の地方税法（以下「三十年旧法」という。）において準用する所得税法等の一部を改正する等の法律（平成二十九年法律第四号。以下「所得税法等改正法」という。）第十条の規定による廃止前の国税犯則取締法（明治三十三年法律第六十七号。以下「廃止前国税犯則取締法」という。）の規定による差押え又は領置は、同号に掲げる規定による改正後の地方税法（以下「三十年新法」という。）第十六条の四第一項の規定の適用については、三十年新法第一章第十六節第一款の規定による差押え又は領置とみなす。

Supplementary Provisions, Article 4Transitional Measures concerning Dispositions in Criminal Tax Cases

第四条（犯則事件の処分に関する経過措置）

The provisions of Chapter I, Section 16, Subsection 2 of the 2018 New Act apply to dispositions in criminal tax cases concerning local tax relating to acts committed on or after the date of enforcement of the provisions set forth in Article 1, item (iv) of the Supplementary Provisions, and the provisions then in force continue to govern dispositions in criminal tax cases concerning local tax relating to acts committed before that date.

三十年新法第一章第十六節第二款の規定は、附則第一条第四号に掲げる規定の施行の日以後にした行為に係る地方税に関する犯則事件の処分について適用し、同日前にした行為に係る地方税に関する犯則事件の処分については、なお従前の例による。
