This Act comes into effect as of the day specified by Cabinet Order within a period not exceeding one year from the date of promulgation; provided, however, that the provisions set forth in the following items come into effect as of the days specified in those items.

If the date on which the provisions set forth in Article 1, item (vi) of the Supplementary Provisions of the Act Partially Amending the Road Transport Vehicle Act (Act No. 14 of 2019) come into effect is after the date on which this Act comes into effect, with regard to the application of Article 75-12, paragraph (3) of the Road Traffic Act after its amendment by Article 2 during the period until the day before the date on which the provisions set forth in that item come into effect, the phrase "motor vehicle inspection certificate record information" in that paragraph is deemed to be replaced with "motor vehicle inspection certificate", the phrase "Article 58, paragraph (2)" with "Article 60, paragraph (1)", and the phrase "a document stating" with "a copy of".

With regard to the denial, withholding, revocation or suspension of a license, or the prohibition of driving a motor vehicle or motorized bicycle, on the grounds of an act committed before this Act (or, for the provisions set forth in item (iii) of Article 1 of the Supplementary Provisions, those provisions) comes into effect, the provisions then in force continue to govern.

Article 108-3-5, paragraph (1) of the Road Traffic Act after its amendment by Article 3 applies to a person who has repeatedly engaged in the dangerous conduct on a specified small motorized bicycle prescribed in that paragraph in connection with driving a specified small motorized bicycle on or after the date of enforcement of the provisions set forth in item (iii) of Article 1 of the Supplementary Provisions.

①With regard to the custody and return of a license, International Driving Permit or foreign driver's license that is in custody, at the time the provisions set forth in item (iv) of Article 1 of the Supplementary Provisions come into effect, pursuant to Article 104-3, paragraph (3) of the Road Traffic Act before its amendment by Article 4 (hereinafter in this Article referred to as the "Former Act") (including as applied mutatis mutandis with terms replaced pursuant to Article 107-5, paragraph (11) of the Former Act) or Article 109, paragraph (1) of the Former Act, and the custody certificates issued pursuant to those provisions, the provisions then in force continue to govern.

②Article 123-2 of the Road Traffic Act after its amendment by Article 4 (limited to the portion pertaining to item (i)) does not apply to a violation relating to an order under Article 104-3, paragraph (2) of the Former Act (including as applied mutatis mutandis pursuant to Article 107-5, paragraph (11) of the Former Act) issued before the provisions set forth in item (iv) of Article 1 of the Supplementary Provisions come into effect.

With regard to the application of penal provisions to conduct engaged in before this Act (or, for the provisions set forth in items (ii) and (iii) of Article 1 of the Supplementary Provisions, those respective provisions) comes into effect, the provisions then in force continue to govern.

With regard to the handling of abandonment penalties for conduct engaged in before this Act (or, for the provisions set forth in item (iii) of Article 1 of the Supplementary Provisions, that provision; the same applies in the following Article) comes into effect, the provisions then in force continue to govern.

The provisions then in force continue to govern the handling of violations committed before this Act comes into force.

Beyond what is provided for in Article 3 through the preceding Article of the Supplementary Provisions, transitional measures necessary for the enforcement of this Act (including transitional measures concerning penal provisions) are specified by Cabinet Order.
