Road Traffic Act
道路交通法
Every term this law . Its definitions bind only this law — each entry says where the definition applies and links to the sentence that settles it. 393 terms: 224 with the Ministry of Justice's English, 169 in our translation, marked as such.
A prefectural public safety commission (都道府県公安委員会), the body in each prefecture that manages its police and that this Act empowers to regulate road traffic and to grant driving licenses.
運転
Using a vehicle or streetcar on a road as it is meant to be used, including moving a motor vehicle or motorized bicycle by pedals or other human-powered gear it has besides its motor, but not specified automated operation (特定自動運行).
道路において、車両又は路面電車（以下「車両等」という。）をその本来の用い方に従つて用いること（原動機に加えてペダルその他の人の力により走行させることができる装置を備えている自動車又は原動機付自転車にあつては当該装置を用いて走行させる場合を含み、特定自動運行を行う場合を除く。）
道路
A road as defined in the Road Act, a motor vehicle road (自動車道) as defined in the Road Transportation Act, and any other place used for general traffic.

免許
A driving license (運転免許) granted by a prefectural public safety commission (都道府県公安委員会).
車両
Motor vehicles (自動車), motorized bicycles (原動機付自転車), light road vehicles (軽車両) and trolleybuses (トロリーバス).

Motor vehicles (自動車) and general motorized bicycles (一般原動機付自転車), the vehicles a person must hold a driver's license (運転免許) to drive.
A vehicle (車両) or a streetcar (路面電車).
免許証
A driver's license (運転免許証), the card issued to a person granted a driving license (運転免許).
駐車
A vehicle or streetcar stopping for some time to wait for passengers or cargo, to load or unload, because of a breakdown or for another reason (stops of up to five minutes to load or unload cargo, and stops to let people on or off, aside), or stopping (other than during specified automated operation (特定自動運行)) while its driver has left it and cannot drive it at once.
車両等が客待ち、荷待ち、貨物の積卸し、故障その他の理由により継続的に停止すること（貨物の積卸しのための停止で五分を超えない時間内のもの及び人の乗降のための停止を除く。）、又は車両等が停止（特定自動運行中の停止を除く。）をし、かつ、当該車両等の運転をする者（以下「運転者」という。）がその車両等を離れて直ちに運転することができない状態にあること
Operating a motor vehicle on a road by its automated operation device (自動運行装置), used within the conditions of use the Minister of Land, Infrastructure, Transport and Tourism attaches to that device under Article 41, paragraph (2) of the Road Transport Vehicle Act, where the device can stop the vehicle at once, automatically and safely, if the vehicle becomes a defective vehicle (整備不良車両) or those conditions stop being met, and where no one is operating the vehicle's controls in response to the road, traffic and vehicle conditions.

交通事故
The death or injury of a person, or damage to property, caused by the traffic of a vehicle or streetcar (車両等).
A provisional driving license (仮運転免許), the third category of driving license beside class 1 and class 2 licenses, which under Article 87 lets a person drive a large, mid-sized, semi-mid-sized or standard motor vehicle only for practice or in a driving test or skills evaluation (技能検定).
自転車
A vehicle with two or more wheels driven by human power through pedals or hand cranks and not running on rails, other than vehicles for persons with physical disabilities (身体障害者用の車), children's vehicles and walking-aid carts (歩行補助車等); it includes power-assisted ones meeting a Cabinet Office Order (内閣府令) standard, but not small mobility vehicles (移動用小型車) or ones that can be driven by remote operation.

The test of fitness to drive motor vehicles and motorized bicycles (自動車等) that a public safety commission (公安委員会) must promptly give a person who has applied to renew their license card or license information record (免許証等).
停車
A vehicle or streetcar (車両等) coming to a stop, other than parking (駐車).

交差点
The part where two or more roads meet at a crossroads, T-junction or other junction; where a road has separate sidewalks and roadway, the part where the roadways meet.

The record of a person's specified license information (特定免許情報) — the details of their driving license listed in Article 95-2, paragraph (2) — stored on their Individual Number Card (個人番号カード).

A vehicle or streetcar (車両等) moving at a speed at which it can stop immediately.

中型免許
A mid-sized motor vehicle license (中型自動車免許), the class 1 license (第一種免許) needed under Article 85, paragraph (1) to drive a mid-sized motor vehicle (中型自動車); under Article 85, paragraph (2) it also covers semi-mid-sized and standard motor vehicles, special small motor vehicles and general motorized bicycles.
普通免許
A standard motor vehicle license (普通自動車免許), the class 1 license (第一種免許) needed under Article 85, paragraph (1) to drive a standard motor vehicle (普通自動車); under Article 85, paragraph (2) it also covers special small motor vehicles and general motorized bicycles.
準中型免許
A semi-mid-sized motor vehicle license (準中型自動車免許), one of the kinds of class 1 license (第一種免許) that Article 84, paragraph (3) sets out; the supplementary provisions (附則) of Act No. 40 of 2015 use the term for that license as that Act left Article 84, when deeming licenses held under the earlier wording to be licenses of the new kinds.
警察官等
A police officer or a traffic patrol officer (交通巡視員) as defined in Article 114-4, paragraph (1).
大型免許
A large motor vehicle license (大型自動車免許), the class 1 license (第一種免許) needed under Article 85, paragraph (1) to drive a large motor vehicle (大型自動車); under Article 85, paragraph (2) it also covers mid-sized, semi-mid-sized and standard motor vehicles, special small motor vehicles and general motorized bicycles.
免許証等の更新
Renewal of the period of validity of a driver's license (免許証) or a license information record (免許情報記録).
原動機付自転車
A vehicle that runs on an engine or motor without rails or overhead wires and either has an engine or motor no larger in total displacement or rated output than a Cabinet Office Order (内閣府令) sets, or meets a Cabinet Office Order's standard for a vehicle whose size and structure will not obstruct other vehicles on a bicycle path and which needs no great skill to drive, other than light vehicles (軽車両), small mobility vehicles (移動用小型車), vehicles for persons with physical disabilities, remotely operated small vehicles (遠隔操作型小型車) and walking-aid vehicles (歩行補助車等).
原動機を用い、かつ、レール又は架線によらないで運転する車であつて次に掲げるもののうち、軽車両、移動用小型車、身体障害者用の車、遠隔操作型小型車及び歩行補助車等以外のもの
A bicycle, cart or other vehicle moved by human or animal power or towed by another vehicle without rails (including sleds and horses or cattle, but not children's vehicles), or a motorized vehicle a Cabinet Office Order (内閣府令) treats as like one, other than small mobility vehicles (移動用小型車), vehicles for persons with physical disabilities (身体障害者用の車), walking-aid carts (歩行補助車等) and anything that can be driven by remote operation (遠隔操作).
次に掲げるものであつて、移動用小型車、身体障害者用の車及び歩行補助車等以外のもの（遠隔操作（車から離れた場所から当該車に電気通信技術を用いて指令を与えることにより当該車の操作をすること（当該操作をする車に備えられた衝突を防止するために自動的に当該車の通行を制御する装置を使用する場合を含む。）をいう。以下同じ。）により通行させることができるものを除く。）
更新期間
The period in which a person must apply to renew the validity of their license card (免許証) or license information record (免許情報記録): from one month before the holder's last birthday before the validity ends, up to the day it ends.
遠隔操作型小型車
A small motorized vehicle for carrying people or goods that can be driven by remote operation (遠隔操作), whose body size and structure meet a Cabinet Office Order (内閣府令) standard for not obstructing pedestrians, and which has an emergency stop device meeting that Order's standards.
人又は物の運送の用に供するための原動機を用いる小型の車であつて遠隔操作により通行させることができるもののうち、車体の大きさ及び構造が歩行者の通行を妨げるおそれのないものとして内閣府令で定める基準に該当するものであり、かつ、内閣府令で定める基準に適合する非常停止装置を備えているもの
An international driving permit (国際運転免許証) or a foreign driver's license (外国運転免許証), with which a person may drive in Japan, for one year from landing, the vehicles it covers.
車両通行帯
Where road markings (道路標示) show that vehicles are to travel in set parts of a road, the part of the road those markings show.

トロリーバス
A vehicle that runs on electric power supplied from overhead wires and does not run on rails.

An Individual Number Card (個人番号カード) on which its holder's specified license information (特定免許情報) has been recorded.

時間制限駐車区間
A stretch of road that road signs or markings (道路標識等) designate as one where the same vehicle may stay parked only for a limited time.
車道
The part of a road marked off for vehicle traffic by a curb line, a fence or a similar structure, or by road markings (道路標示).
車両の通行の用に供するため縁石線若しくは柵その他これに類する工作物又は道路標示によつて区画された道路の部分
遠隔操作
Operating a vehicle from a place away from it by sending it commands through telecommunications technology, including where a device on the vehicle automatically controls its movement to avoid collisions.
車から離れた場所から当該車に電気通信技術を用いて指令を与えることにより当該車の操作をすること（当該操作をする車に備えられた衝突を防止するために自動的に当該車の通行を制御する装置を使用する場合を含む。）

The general incorporated association or foundation that the National Public Safety Commission (国家公安委員会) designates, one for the whole country, as the Institute for Traffic Accident Research and Data Analysis (交通事故調査分析センター), to investigate and analyse traffic accidents and research how to prevent them and reduce the harm they cause.
A motor vehicle used for specified automated operation (特定自動運行).
A cognitive assessment (認知機能検査), or an examination for licensed drivers (運転免許取得者等検査) accredited under Article 108-32-3, paragraph (1) as meeting the standard in item (iii)(a) of that paragraph, for methods as effective as the cognitive assessment.
A device, operated by electricity, that shows signals by lights to direct road traffic.

特定小型原動機付自転車
A motorized bicycle (原動機付自転車) of the kind in Article 2, paragraph (1), item (x)(b): one meeting a Cabinet Office Order (内閣府令) standard for vehicles whose body size and structure will not obstruct other vehicles on a bicycle path and which need no high skill to drive.

A motorized bicycle (原動機付自転車) of the kind in Article 2, paragraph (1), item (x)(a): one with an engine or motor no larger in total displacement or rated output than a Cabinet Office Order (内閣府令) sets, other than one meeting the standard in item (x)(b) for small vehicles that need no great skill to drive.

大型特殊免許
A special large motor vehicle license (大型特殊自動車免許), the class 1 license (第一種免許) needed under Article 85, paragraph (1) to drive a special large motor vehicle (大型特殊自動車); under Article 85, paragraph (2) it also covers special small motor vehicles and general motorized bicycles.
歩道
A part of a road marked off for pedestrian traffic by a curb line, a fence or a similar structure.

本線車道
A roadway made up of the main lanes of a national expressway (高速自動車国道) or a limited highway (自動車専用道路).

A fire engine, ambulance or other motor vehicle a Cabinet Order (政令) specifies, while it is being driven on emergency duties as a Cabinet Order provides.

An order by a public safety commission (公安委員会) under Article 51-4, paragraph (4) to the user of an abandoned vehicle (放置車両) to pay the abandonment penalty (放置違反金), given in a document stating the amount, the deadline and the place of payment.
第一種免許
A class 1 driver's license (第一種運転免許), one of the three classes of license under Article 84, paragraph (2) beside class 2 licenses (第二種免許) and provisional licenses (仮免許); Article 84, paragraph (3) divides it into ten kinds.
第二種免許
A class 2 driver's license (第二種運転免許), one of the three classes of license under Article 84, paragraph (2) beside class 1 licenses (第一種免許) and provisional licenses (仮免許); Article 84, paragraph (4) divides it into five kinds.
自動車教習所
A facility that teaches people seeking a license (免許) the skills and knowledge for driving motor vehicles.

国外運転免許証
A driving permit under Article 24, paragraph (1) of the Convention on Road Traffic (道路交通に関する条約) that a public safety commission (公安委員会) issues to a holder of a Japanese driving license, other than a special small motor vehicle, motorized bicycle or provisional license, for the vehicles in Annex 10 of the Convention that correspond to those the license covers.
A body the public safety commission (公安委員会) designates, as meeting the requirements in Article 108-4, paragraph (1), to give on its behalf training for persons stripped of driving privileges (取消処分者講習), novice driver training (初心運転者講習) or young driver training (若年運転者講習).
再試験
A test the public safety commission (公安委員会) gives a target novice driver (基準該当初心運転者) to check whether they have the ability needed to drive the vehicles their license covers safely, except for the persons the items of Article 100-2, paragraph (1) exclude.
道路標示
Lines, symbols or letters drawn on the road surface with road studs, paint, stones or the like, showing regulations or instructions on road traffic.

追越し
Overtaking: a vehicle that has caught up with another vehicle or streetcar changing course to pass beside it and come out in front of it.
車両が他の車両等に追い付いた場合において、その進路を変えてその追い付いた車両等の側方を通過し、かつ、当該車両等の前方に出ること
歩行者等
In Articles 5 to 13-2, a pedestrian, or a remotely operated small vehicle (遠隔操作型小型車) while it is travelling on a road by remote operation (遠隔操作).
The chief of the police station (警察署長) with jurisdiction over the place where road work, a structure, a stall or another use of a road that needs permission under Article 77 is to take place, who grants that permission.
A structure (工作物) or object (物件) involved in a violation of the rules on use of roads, which the chief of a police station may order removed, moved or repaired under Article 81.
大型第二種免許
A class 2 large motor vehicle license (大型自動車第二種免許), the class 2 license (第二種免許) that Article 86, paragraph (1) requires for driving a large motor vehicle (大型自動車) used for passenger motor carrier services (旅客自動車運送事業) in order to carry its passengers.
高速自動車国道
A national expressway as defined in Article 4, paragraph (1) of the National Highway Act: a road for high-speed motor vehicle traffic that forms a key part of the national motorway network, whose route a Cabinet Order (政令) designates.
高速自動車国道法（昭和三十二年法律第七十九号）第四条第一項に規定する道路
The work of checking abandoned vehicles (放置車両) and attaching marks (標章) to them under Article 51-4, paragraph (1), all or part of which a police station chief (警察署長) may contract out to a corporation registered with the public safety commission (公安委員会).
中型第二種免許
A class 2 mid-sized motor vehicle license (中型自動車第二種免許), the class 2 license (第二種免許) that Article 86, paragraph (1) requires for driving a mid-sized or semi-mid-sized motor vehicle (中型自動車, 準中型自動車) used for passenger motor carrier services (旅客自動車運送事業) in order to carry its passengers.
反則行為
In Chapter IX, an offence under Chapter VIII that is listed in the left column of Appended Table 2 and was committed by the driver of a vehicle or streetcar (車両等); a Cabinet Order (政令) sets its categories.
前章の罪に当たる行為のうち別表第二の上欄に掲げるものであつて、車両等の運転者がしたもの
The standard motor vehicle license (普通自動車免許) of Article 84, paragraph (3) of the Road Traffic Act as it stood before Article 4 of Act No. 90 of 2004 amended it, which Article 6, paragraph (1) of that Act's supplementary provisions (附則) deems to be a mid-sized motor vehicle license (中型免許) limited to vehicles corresponding to the earlier standard motor vehicle, or, in the cases items (iii) and (ix) to (xi) of that paragraph list, a standard motor vehicle license (普通免許) with a corresponding limitation.
An automated operation device as defined in the Road Transport Vehicle Act: a device built mainly of sensors detecting the vehicle's state and surroundings and a computer and program processing their data, which, used under the conditions the Minister of Land, Infrastructure, Transport and Tourism attaches to it, can take over all of a driver's recognition, prediction, judgement and operation, and which records the data needed to check how it is working.
道路運送車両法（昭和二十六年法律第百八十五号）第四十一条第一項第二十号に規定する自動運行装置
In Articles 51-8 to 51-11, registration with a public safety commission (公安委員会) of a corporation that seeks to take on, under contract from a police station chief (警察署長), the work of checking abandoned vehicles and attaching marks to them (確認事務).
普通自動車対応免許
A license that lets its holder drive a standard motor vehicle (普通自動車) under Article 85, paragraph (1) or (2) or Article 86, paragraph (1) or (2).
A large, mid-sized, semi-mid-sized, standard or special large motor vehicle with the structure and equipment for towing.
The plan for specified automated operation (特定自動運行) that an application for permission under Article 75-12, paragraph (1) must set out: the vehicle to be used, the route, the days and hours, the persons or goods carried, the place from which the operation is managed, and how the provider and its workers will carry out the measures this Act requires.
A person holding the permission of a public safety commission (公安委員会) under Article 75-12, paragraph (1) to carry out specified automated operation (特定自動運行).

大型二輪免許
A large motorcycle license (大型自動二輪車免許), the class 1 license (第一種免許) needed under Article 85, paragraph (1) to drive a large motorcycle (大型自動二輪車); under Article 85, paragraph (2) it also covers standard motorcycles, special small motor vehicles and general motorized bicycles.
普通第二種免許
A class 2 standard motor vehicle license (普通自動車第二種免許), one of the kinds of class 2 license (第二種免許) that Article 84, paragraph (4) sets out; the supplementary provisions (附則) of Act No. 90 of 2004 and Act No. 40 of 2015 use the term for that license as each of those Acts left Article 84, when deeming licenses held under the earlier wording to be licenses of the new kinds.
The license details that can be recorded on a person's Individual Number Card (個人番号カード) under Article 95-2: the number of the license information record (免許情報記録), the license date and the last day of the record's validity, the kind of license, its conditions, and details shown on a license card (免許証) that a Cabinet Office Order (内閣府令) selects.
An evaluation of a person's motor vehicle driving skills, carried out as a Cabinet Office Order (内閣府令) sets.

反則金
In Chapter IX, the money a violator (反則者) must pay to the national government to have that Chapter's procedure applied to them, in an amount a Cabinet Order (政令) sets for each category of violation within the limits in Appended Table 2.

This Act as it stood before Act No. 43 of 1993 amended it.
自動車専用道路
A limited highway as defined in Article 48-4 of the Road Act: a road or part of a road that its road administrator (道路管理者) has designated under Article 48-2 of that Act for general traffic by motor vehicles only.

A part of a road that road signs (道路標識) or road markings (道路標示) show is a place for pedestrians to cross.

The part of a road, or of its roadway where it has separate sidewalks, to the left of its center; the center leaves out a streetcar track laid along the road's edge, and is the center line where road signs or markings set one.
乗合自動車
In Article 27, a motor vehicle used either for scheduled route service (路線定期運行) — carrying shared-ride passengers on a set route on a set timetable — by a general shared-ride passenger motor vehicle transport operator (一般乗合旅客自動車運送事業者), or for a specified passenger motor vehicle transport business (特定旅客自動車運送事業), which carries a limited range of passengers to meet a particular party's demand, both as the Road Transportation Act defines them.
A light road vehicle (軽車両) built and equipped to be towed whose gross vehicle weight, as defined in the Road Transport Vehicle Act, exceeds 750 kilograms.
A national expressway (高速自動車国道) or a limited highway (自動車専用道路).
原付免許
A motorized bicycle license (原動機付自転車免許), the class 1 license (第一種免許) needed under Article 85, paragraph (1) to drive a general motorized bicycle (一般原動機付自転車).
普通二輪免許
A standard motorcycle license (普通自動二輪車免許), the class 1 license (第一種免許) needed under Article 85, paragraph (1) to drive a standard motorcycle (普通自動二輪車); under Article 85, paragraph (2) it also covers special small motor vehicles and general motorized bicycles.
基準該当初心運転者
A holder of a semi-mid-sized motor vehicle, standard motor vehicle, large motorcycle, standard motorcycle or motorized bicycle license who, during the novice driver period (初心運転者期間), has broken this Act, an order under it or a disposition under it in driving the vehicles that license covers, in a way that meets the standard a Cabinet Order (政令) sets for that license.
A public safety commission (公安委員会) other than the one for the area of a person's address, through which a driver who will be a driver with an exemplary record (優良運転者) or a driver with a satisfactory record (一般運転者) on the renewal date, and has been sent a document saying so, may submit an application to renew their license card or license information record (免許証等).
都道府県センター
The general incorporated association or foundation that a public safety commission (公安委員会) designates, one per prefecture, as the Prefectural Traffic Safety Activity Promotion Center (都道府県交通安全活動推進センター).
新法
The Road Traffic Act (Act No. 105 of 1960) itself, as enacted, as its original supplementary provisions (附則) call it.
自転車道
A part of a roadway marked off for bicycle traffic by a curb line, a fence or a similar structure.

環状交差点
An intersection whose part for vehicle traffic is circular and where road signs or markings (道路標識等) direct vehicles to go round it clockwise.

Specified small motorized bicycles (特定小型原動機付自転車) and light road vehicles (軽車両).
