Supplementary Provisions, Article 1Effective Date
第一条（施行期日）
This Act comes into effect as of the date of enforcement of the Act Partially Amending the Road Transport Vehicle Act (Act No. 14 of 2019); provided, however, that the provisions set forth in the following items come into effect as of the dates specified in those items:
この法律は、道路運送車両法の一部を改正する法律（令和元年法律第十四号）の施行の日から施行する。ただし、次の各号に掲げる規定は、当該各号に定める日から施行する。
Article 1, the following Article through Article 4 of the Supplementary Provisions, and Articles 6 through 8 of the Supplementary Provisions: the date specified by Cabinet Order within a period not exceeding six months from the date of promulgation.
第一条並びに次条から附則第四条まで及び附則第六条から第八条までの規定 公布の日から起算して六月を超えない範囲内において政令で定める日
Supplementary Provisions, Article 2Transitional Measures for Provisional License Suspensions and Other Measures
第二条（免許の効力の仮停止等に関する経過措置）
Notwithstanding Article 103-2, paragraph (1) of the Road Traffic Act after its amendment by Article 1 (hereinafter in this Article and the following Article referred to as the "New Act") (including a case in which the provisions are applied mutatis mutandis pursuant to Article 107-5, paragraph (10) of the New Act), the provisions then in force continue to govern the suspension of a license (including prohibiting a person from driving a motor vehicle or motorized bicycle) by the chief of a police station against a person who has received a license (including a person who holds an International Driving Permit or license) in connection with an act committed before the provisions set forth in item (ii) of the preceding Article come into effect.
Supplementary Provisions, Article 3Transitional Measures for Applications for Issuance of Driving Record Certificates
第三条（運転経歴証明書の交付の申請に関する経過措置）
With regard to an application for the issuance of a driving record certificate that is being made, at the time the provisions set forth in item (ii) of Article 1 of the Supplementary Provisions come into effect, to the public safety commission that revoked a license pursuant to Article 104-4, paragraph (2) of the Road Traffic Act before its amendment by Article 1, under Article 104-4, paragraph (5) of that Act, notwithstanding Article 104-4, paragraphs (5) through (7) of the New Act, the provisions then in force continue to govern.
附則第一条第二号に掲げる規定の施行の際現に第一条の規定による改正前の道路交通法第百四条の四第二項の規定により免許を取り消した公安委員会に対してされている同条第五項の規定による運転経歴証明書の交付の申請については、新法第百四条の四第五項から第七項までの規定にかかわらず、なお従前の例による。
Supplementary Provisions, Article 4Transitional Measures for Violations
第四条（反則行為に関する経過措置）
With regard to the handling of violations in relation to acts committed before the provisions set forth in item (ii) of Article 1 of the Supplementary Provisions come into effect, the provisions then in force continue to govern.
附則第一条第二号に掲げる規定の施行前にした行為に対する反則行為の取扱いに関しては、なお従前の例による。
Supplementary Provisions, Article 5Delegation to Cabinet Order
第五条（政令への委任）
Beyond what is provided for in the preceding three Articles and Article 7 of the Supplementary Provisions, transitional measures necessary for the enforcement of this Act (including transitional measures concerning penal provisions) are specified by Cabinet Order.
前三条及び附則第七条に規定するもののほか、この法律の施行に関し必要な経過措置（罰則に関する経過措置を含む。）は、政令で定める。
