In each accounting period in which there is an amount of money as stated in one of the following items, the designated entrusted institution must set aside the amount stated in that item as a deposit reserve:
指定受託機関は、決算期ごとに、次の各号の一に掲げる金額がある場合においては、供託備金として当該各号に掲げる金額を積み立てなければならない。
any amount of money out of a business deposit for prepaid services that is to be deposited based on a contract on the entrustment of business deposits, but which has not been deposited by the accounting period;
供託委託契約に基づいて供託すべき前受業務保証金の額のうちに決算期までにその供託が終わらないものがある場合においては、その金額
any amount of money it is found must be deposited, in a case in which a duty to make a business deposit for prepaid services is deemed to have arisen based on a contract on the entrustment of business deposits; or
供託委託契約に基づいて供託する義務が生じたと認められる前受業務保証金の額がある場合においては、その供託すべきものと認められる金額
any amount of money not yet deposited due to a pending lawsuit involving a business deposit for prepaid services.
現に前受業務保証金の額について訴訟が係属しているために供託していないものがある場合においては、その金額
略称規定第十八条の三第四項
銀行その他政令で定める金融機関又は経済産業大臣の指定する者でなければ、前項の前受業務保証金供託委託契約（以下単に「供託委託契約」という。）の受託者となることができない。
わかりやすく言うと
前払式割賦販売の前受金を守る措置として許可割賦販売業者が結ぶ前受業務保証金供託委託契約のことです。一定の期間内に業者に一定の事由が生じた場合などに、受託者が業者のために委託額に相当する前受業務保証金を供託すると約束する契約です。

指定を受けた者（以下「指定受託機関」という。）が第三十五条の十四第二項の規定により指定を取り消された場合において、その処分のあつた日前三十日以内にその指定受託機関の役員であつた者で、その処分のあつた日から三年を経過しないもの

経済産業大臣の指定を受け、前払式割賦販売や前払式特定取引の業者の前受金を守るための供託委託契約を受託者として引き受ける事業（受託事業）を行う者のことです。
