附 則
Supplementary Provisions
This Act comes into effect on the date specified by Cabinet Order within a period not exceeding six months from the date of promulgation; provided, however, that the provisions of Chapter IV come into effect on the date of promulgation, and the provisions of Article 30 come into effect on the day on which one year has elapsed from the date of promulgation.
この法律は、公布の日から起算して六月をこえない範囲内において政令で定める日から施行する。ただし、第四章の規定は、公布の日から、第三十条の規定は、公布の日から起算して一年を経過した日から施行する。
The provisions of Articles 5 and 6 do not apply to a contract for an installment sale concluded before becoming subject to the application of this Act.

わかりやすく言うと
指定された商品・権利・役務を、代金や対価を二か月以上にわたり三回以上に分けて受け取る（業者の指定する銀行などに同様に分けて預金させ、そこから受け取る場合を含む）条件で販売・提供することと、カードなどを渡し、決まった時期ごとに利用額の合計をもとに計算した額を受け取る条件で販売・提供することです。
