第三条（経過措置）
Supplementary Provisions, Article 3Transitional Measures
With regard to transactions or acts that have been approved, or for which permission has been obtained, based on the provisions of Article 31, paragraph (1), Article 32, paragraph (1), Article 34 or Article 35 of the Foreign Exchange and Foreign Trade Control Act prior to amendment by this Act (hereinafter referred to as the "Former Act"), the provisions then in force continue to govern.
この法律による改正前の外国為替及び外国貿易管理法（以下「旧法」という。）第三十一条第一項、第三十二条第一項、第三十四条又は第三十五条の規定に基づき認められ又は許可を受けた取引又は行為については、なお従前の例による。
With regard to transactions or acts relating to applications that have been filed, at the time this Act comes into effect, pursuant to the provisions of Article 31, paragraph (1), Article 32, paragraph (1), Article 34 or Article 35 of the Former Act, these provisions (including penal provisions pertaining to these provisions) remain in effect even after this Act comes into effect.
この法律の施行の際現に旧法第三十一条第一項、第三十二条第一項、第三十四条又は第三十五条の規定によりされている申請に係る取引又は行為については、これらの規定（これらの規定に係る罰則を含む。）は、この法律の施行後においても、なお効力を有する。

この法律による改正前の外国為替及び外国貿易管理法（以下「旧法」という。）第三十一条第一項、第三十二条第一項、第三十四条又は第三十五条の規定に基づき認められ又は許可を受けた取引又は行為については、なお従前の例による。
わかりやすく言うと
昭和五十四年法律第六十五号によって改正される前の外国為替及び外国貿易管理法（今の外国為替及び外国貿易法）のことです。
