Supplementary Provisions, Article 8Transitional Measures Accompanying the Partial Amendment of the Road Transport Vehicle Act
第八条（道路運送車両法の一部改正に伴う経過措置）
An owner of a motor vehicle that received new registration under the provisions of the Road Transport Vehicle Act before amendment by the provisions of Article 2 (hereinafter referred to as the "Former Road Transport Vehicle Act") before the date on which the provisions set forth in Article 1, item (iv) of the Supplementary Provisions come into effect (hereinafter referred to as the "Partial Effective Date") is not required to provide registration identification information, notwithstanding Article 18-3, paragraph (1) of the Road Transport Vehicle Act as amended by the provisions of that Article (hereinafter referred to as the "New Road Transport Vehicle Act"), only in the case where the owner files, for the first time on or after the Partial Effective Date, an application for registration of change, transfer registration, permanent cancellation of registration, provisional cancellation of registration for export or temporary cancellation of registration under the provisions of the New Road Transport Vehicle Act (excluding the case where the application is filed using the electronic data processing system referred to in paragraph (3)).
An owner of a motor vehicle that received temporary cancellation of registration under the Former Road Transport Vehicle Act before the Partial Effective Date (hereinafter referred to as a "motor vehicle under temporary cancellation of registration") is not required to provide registration identification information, notwithstanding Article 18-3, paragraph (1) of the New Road Transport Vehicle Act, in the case where the owner files, on or after the Partial Effective Date, an application for new registration under the provisions of the New Road Transport Vehicle Act (excluding the case where the application is filed using the electronic data processing system referred to in the following paragraph).
An owner of a motor vehicle referred to in the preceding two paragraphs may, in the case where the owner files an application using the electronic data processing system prescribed in Article 3, paragraph (1) of the Act on the Use of Information and Communications Technology in Administrative Procedures, etc. (Act No. 151 of 2002) pursuant to the provisions of that paragraph, request the Minister of Land, Infrastructure, Transport and Tourism at any time to notify the registration identification information, as provided by Order of the Ministry of Land, Infrastructure, Transport and Tourism.
An owner of a motor vehicle under temporary cancellation of registration must, in the case where the owner files the application under paragraph (2) or makes the request under the preceding paragraph, submit the certificate of temporary cancellation of registration relating to that motor vehicle under temporary cancellation of registration to the Minister of Land, Infrastructure, Transport and Tourism.
